This on top of a hill with a 45 degree downward pointed array of cameras along it's "waist" and you can see atleast 10km in each direction. (It can float to a height of 500ft, stay there for a week, cost per hour is 20 USD)
And have track and trace capabilities + deterrence for dirt cheap money.
