We are highly depending on US and Canadian antivirus company when it comes to update our mainframe, the entire transformation will always cost more than what we can do with such amount.

We need to acquire different hardware firewalls from more than 1 country.
Different culture language effects on programmers. The shortest code you can find is in Russian made programs on the other hand Chinese programmers manipulate within the code from numerous jump points which linked to entirely different code same goes for Korean.
Pakistan or US programmers are more likely to write a program identical in many ways.
3 layer security comes in mind after personal experience where our expertise required to stop other government sponsored hackers from hacking into one of our industrialist data. That was a private job which requires new and unused MAC and other physical addresses. After selecting necessary hardware I asked for firewall from 2 of my online friends one from Turkey who also speak and code like Russians.
And second one was from Chinese orginated hacker who also help Canadian anti virus companies.
When I had 2 totally different firewall settings
I setup two different server exclusively for firewall, later ask one of enthusiast learning from me to setup the third one at absolutely noob or book standard.
I joined all three respectively and then to VPN based on my settings and to their system.
It was called the paranoia of MegaMan by my colleagues.
But the setup is still running and their tender rates and manufacturing capacity and other crucial details to this date stayed secure from their international rivalry.
This is the most unexpected setup a hacker will ever encounter.
And we need to get our mainframe not from one but from 3 different providers if we really want to create a sovereign cyber network for our users who are still very young and vulnerable from hackers.
