A gift by our own security establishment for not understanding how deterrence works and going soft on India. Only WE are responsible for our own security and peace. We can't blame enemies; enemies and rivals will always take advantage of any space they get.

It's our job to (1) deny them that space and (2) deter them by raising the cost for such incidents. For an effective strategy, you need both. Simply killing militants, even if they're in a neighboring country, is essentially meaningless (though the targeted killing ops are certainly impressive and risky from a tactical standpoint), because these are seen as expendable cannon fodder by the backers. They will keep emerging, like the multiple heads of the hydra.

Raise the cost for India, and things may change. But GHQ insists on a denial-based, defensive strategy because it's more convenient. Those on the streets are dying while the generals and ministers are generally safe (particularly over the past 5-10 years).
