18 Lakh Taxpayers To Get Income Tax Notices To Explain Large Deposits

The government said it has identified 18 lakh individuals who will be required to divulge the source of large cash transactions they undertook in the weeks after demonetisation as part of the tax department’s Operation Clean Money/Swachh Dhan Abhiyan initiative.

An integral part of the Centre’s campaign against black money, the account holders have been targeted via use of data analytics to sift through information for the period between November 9, when the old Rs 500 and Rs 1,000 notes ceased to be legal tender, and December 30, when the window for their deposit in banks ended.

These 18 lakh persons have been identified by taxmen as their transactions did not match their tax profile. Cases are being selected for verification on the basis of approved risk criteria, officials said.

The tax department has enabled online verification of these transactions to ensure people do not face harassment at the hands of tax officials. Every permanent account holder will be able to view information about his or her transaction using the income tax e-filing portal. ET had reported on January 2 about the plan to put the information online.

“Operation Clean Money/Swachh Dhan Abhiyan is a programming software which will be used to get answers on all the deposits made and only after preliminary answers from the people, if need be, we would take legal action against those people,” revenue secretary Hasmukh Adhia said on Tuesday.

Separately, they will be also informed through messages and emails by the income-tax department and will have to file their explanation online at the incometaxindiaefiling. gov.in portal within 10 days to avoid tax notices and enforcement action.

“People must come clean and pay the tax due,” said Central Board of Direct Taxes chairman Sushil Chandra. In the initial phase, the department will put up data of persons who have deposited Rs 5 lakh or more, suspicious transactions below Rs 5 lakh and up to Rs 3 lakh, and poor tax compliance. These have been selected where deposits don’t match tax profiles with the department.

During the seven-week deposit window, more than Rs 2 lakh was deposited as cash in more than 1 crore accounts that have more than 70 lakh unique permanent account numbers attached to them, Chandra said.



“If we are satisfied with the information, there will be no follow-up. Data analytics will be used to undertake the entire exercise,” he added.

Information on cash deposits will be displayed at the e-filing portal mentioned above in the compliance section. Taxpayers can mention how much of the cash is from previous savings, whether the money is from another person or withdrawn from another bank account, the government said.

“There’s a reference guide and helpdesk number given as well,” it said.

If a case is selected for verification, requests for additional information and other responses will be communicated electronically. The verification will be closed if the cash deposit is declared under Pradhan Mantri Garib Kalyan Yojana (PMGKY), the disclosure scheme for black money.

All accounts that have a balance of Rs 5 lakh or in which Rs 2 lakh was deposited during the demonetisation period will need to be compliant with knowyour-customer (KYC) norms. Without this, the Reserve Bank of India won’t allow money to be withdrawn from them.

This is going to be a huge task . .good luck anyway . . atleast some positive results are already visible :)

yes but good thing is from now on we can maintain a tighter vigil. Next action would be on benami properties. Slowly we should drive the corrupt to pit.

I liked that Jaitley brought in clear measures for political financing this budget. Just bit the bullet and put the policy there as part of money bill under budget. No need for stupid all party negotiations that have got nowhere after how many attempts now?

I saw only Pavan Verma of JDU supporting this move overtly (looks like BJP - JDU relations have improved significantly) outtside of BJP....and some communist guy gave a half hearted support to it too (when he was really put on the spot).

Every other party is strangely silent on the matter and is trashing the budget in general. Looks like feathers have got seriously ruffled.

even though it is a good move but parties themselves dont disclose source of funds. The question is how will it be enforced.

Yah but its a start to somewhere at least. A start is better than nothing at all, because it starts to attract more and more national discourse and pressure gets back on central govt to operationalise as effectively as they can regarding it.

This is going to be a huge task
it is but required very badly.
even during recent de-monetization, huge money was deposited in banks which were dormant or had very little transaction. it was pretty clear what was going on and soon RBI declared that unless the account holder details are known to bank, they won't allow any transaction.
But the funny thing is that now the money is in accounts and if it is proven that account holder details are false, that money is trapped. PM, Government and banks have been repeatedly saying this, that by simply depositing money in bank, black money won't get converted to white. we will start to see benefits of de-monetization this FY onwards.

Don't you think the actions on Political funding is not going to take any effect ?!
If a person donates 10k to a party in cash why do the party is going to reveal it??

The action would be illegal now whereas previously this was legal. This means if it comes up in any audits, there will be penalties.

Again enforcement wise, we will have to wait and see how much is realised. But the fact there is legislation on this now is a positive thing.

Why is it going to come in Audit!! Political parties don;t officially bribe the People for vote banks na!?
