Intelligence officers suspect Varanasi blast is part of the Karachi Project designed to counter India's might by attacking the country 'with a thousand small cuts'
THE Varanasi blast, which killed one child and injured more than 25 others, was planned with the intent of inflicting a small cut on the country's arm and watching it bleed, intelligence officers suspect.

The blast, they say, proves the accuracy of David Coleman Headley's admission to the FBI last year that Pakistan is going ahead with the Karachi Project a plan designed to counter India's military and economic might by 'bleeding the country with a 1,000 cuts'.
"A thousand cuts means carrying out small blasts across the country instead of a major attack like 26/11. Terror groups in Pakistan are under tremendous international pressure after the Mumbai attacks and thus, they now prefer small attacks using as few men as possible," said an intelligence officer.
"The modus operandi involves the use of Indian youth and D-Company affiliates to carry out terror strikes using locally available bomb material. This way, they can spread terror in the Indian heartland without raising suspicions of Pakistan's involvement," he added.
Intelligence officials say Pakistan has been using small militant groups as an important part of its strategic attacks to counter India's advantages. Instead of another 26/11-like attack, which could lead to war between India and Pakistan, small-scale blasts are effective in slowing down the economy.
They say that although the explosives used are of low intensity, they are sufficient to spread terror across the country.
"In fact, some members of the Dawood Ibrahim gang who are either in custody or were picked up for questioning recently said they knew of a blast being planned between December 7 and 10 but did not know the exact location. This proves that the Karachi Project is up and running," added the official.
Obama visit
The theory doing the rounds hours after the blast was that some trained terrorists had slipped into the country a few months back and were waiting for instructions from their handlers across the border. The blast was planned for after the festive season and US President Barack Obama's visit to the country.

The Indian Mujahideen, which claimed responsibility for yesterday's blast, is also believed to be a front organisation for the Karachi Project, which is being dubbed as a joint venture between the criminal mafia and the terror setup in Pakistan.
Additional Director General of Police Rakesh Maria, in-charge of the State Anti-Terrorism Squad, told MiD DAY that the details of the Varanasi blast were being collected before instructions to start parallel investigations could be issued.

The Karachi Project was set up by the ISI and groups like the Lashkar-e-Taiba and HUJI, which utilise Pakistani-trained Indian operatives to plant explosives in selected cities in the Indian heartland.
Named after the Pakistani port city, which is believed to have turned into a safe sanctuary for fugitive gangsters like Dawood Ibrahim and Tiger Memon, the joint venture was conceived by Pakistani terror masterminds Sajid Mir and Zaki-ur-Rahman Lakhvi sometime after 2003.
Indian agencies have gathered evidence of how a criminal syndicate morphed into a 'criminal-terrorism fusion model' and Dawood's syndicate found state sponsorship under the Karachi Project.
The project has been directly responsible for the deaths of 517 Indians in 10 bomb blasts since 2005.
