The note of the new pictures just says that the construction of the new destroyer of 10,000-ton displacement class was started at Jiangnan Shipyard in March 2016.

That does not exclude the possibility of PLA having another Y-20 with WS-20. I am not sure about the progress though.

The saving on fuel can overweight the difference in cost, not to mention the gains in range and payload using WS-20

I see no reason that WS-20 won't be put on Y-20 to reach full design specs. It' much better than WS-18 on Y-20.
