TTP cannot be India friendly ever. But there are mercenaries inside TTP who would do anything for a few dollars.

They would have if they wanted to. But for them, a living Osama in a US jail would cause more headaches. So, they decided to put a bullet in his head.

A OBL kind of raid is not possible. But, India can send a team of mercenaries (either from India or friendly elements within TTP, BLA) to take him out. Since Dawood doesn't reside in Pakistan, India will have plausible deniability if they are caught.
