You have some misinterpretation .... Attacking lands is not equal to attacking ships.. If land has a CEP of about 30 m that is fine.. the impact will create some destruction .. but in water it is not the case... the CEP has to be on the target or immediately next to the ship so that the ship...

oke ... the need for deploying air brake in high altitudes especially in fighters is needed in order to fire missiles or drop bombs... some missiles cant be fired on lower speed nor higher speed.. missiles usually can be fired on certain mach and so air brake in an essential part of it...
Though it is ok for building stealth fighter.... but i believe it is waste to build a stealth fighter.. which is any way will be detected less that 40 KM ... instead build an aircraft which carries longer range stealth payload.. so that the targets will never know what will hit them and they...
