Dude this whole ruler's wish thing is a jhol, geographic constraints play a major role. Only Kashmir had a choice,others had to follow geographical constraint. And Ladkah should be populated with people from Punjab,Himachal,Uttaranchal and all and make it a proper Indian state,just like Jammu.
