Ok if a person knows only one language Urdu can he communicate with a persian or Arabian NO,but he can easily communicate with a person knowing Hindi.

No, Indians speak Hindustani language which is a blend of Hindi and Urdu, and ofcourse English words are mixed with them.

Almost every north Indian states have Urdu academy . U.P govt also gives wazifa to students of middle schools if they are taking Urdu as a optional language.
