Actually that's not for the Colombo Metro area, that is for the Western Province in which Colombo is. You can check this by opening the PDF that the wiki citation links to. The Western Province has around 6 million people. My data is from the National HDR release.

Population does not matter when comparing per capita statistics. Per capita means for each person individually, regardless of how many there are. You understand this right?
