IF it is not a typo (and that is a very big IF) it could mean that a preliminary design has been completed. Just like it was done for Azm some years ago and clearly nothing physical was built for Azm.
For ballistic missiles that's exactly correct. Think about it. A ballistic missile flies by getting fast as it can quickly, then coasting like a rock on a ballistic path (roughly speaking).

1. Better fuel
2. Improved aerodynamic design
