It is a defacto base. If there are no US bases in Afghanistan and US Troops can deploy from Pakistan, at some point they will literally have to have a location within Pakistan. Not as if they will jump off a ship at Karachi, drive to Torkum, shoot off a few rounds then drive back to Karachi...
