We would be blaming Pakistan too. I guess it is the narrative that is spread in each country. The Americans would be blaming "Muslims" - to them it wouldn't matter whether those are from Indonesia or Saudi Arabia. But of all countries, the most warped narrative has to be in Pakistan - they see themselves as perpetual victims of some global conspiracy against their nation with Hindu India heading it. If our intelligence agencies were 1/50th as capable as they give us credit for, we would have taken out guys like Saeed and Azhar.

You cannot just annex an entire country. Those days are long gone. But we have to neutralize these threats. Dismantle their infrastructure by targeted operations, kill them by drones but you have to have the blessing of Uncle Sam to do it.
