If you only want a slide show kind of video than windows movie maker is perfect and you do not need to download it, it is already available in Windows XP, Vista and Seven. Picassa is another small but best software for slide show videos making. You can download it from Filehippo.com.

If you want to use video clips in your project than also windows movie maker can do good job but mostly it does not create such videos (specially if your project exceeds more than 7-8 minutes). So in this scenario use Ulead Video Studio.
No need to download last version of Ulead Video Studio, infact Ulead Video Studio 7 is good enough to do the job.
