I dont think so...could be from Netherland Airforce or from Belgian airforce (BAF). PAF F-16s have usual Electronic Countermeasure equipment in the section between vertical tail and fuselage and the area is thinner. But NAF and BAF F-16s have drag chutes installed in that area and its wider (as shown in this pic).
