Cultural issue, may be.
Most of these cases are reported from North India, in and around Delhi and UP.
The South Indian states or North Eastern states or Bihar, Odissa etc hardly have any such problem.
The thing is, if it is a cultural issue only, then why is it rising all of a sudden ? Thoughts ?

I am not well rehearsed on such painful subjects statistics. perhaps any other respected Indian member can authenticate the veracity of your data.
As far as why rape is reported now, is the fact that media has been quite liberalized and Women have received the attention they were supposed to get.
Media was always like this. Indian media was never under any kind of control regime, except for those few years of emergency.
Also, the reporting is of official police records and not just some media-uproar.
It's a disturbing issue, we all are talking about this. Unable to fathom out, why certain sections of society in certain regions of the country.

when was the exactly?
It was during Indira Gandhi's rule,1975-1977, a 21 month period. Emergency was officially declared by the then Indian President, Fakhruddin Ali Ahmed. The reason being cited was various internal disturbances and is a matter of discussion on its own.
During emergency period, most of Indira Gandhi's political opponents were imprisoned and and freedom of press was curbed.
There is a picture of George Fernandes handcuffed, which was kind of an iconic image of defiance against emergency. Later Geroge Fernandes went on to become the Defence Minister of India in Vajpayee govt. and was in office during Kargil war.
