1982-1989: US Turns Blind Eye to BCCI and Pakistani Government Involvement in Heroin Trade


CIA covert weapons shipments are sent by the Pakistani army and the ISI to rebel camps in the North West Frontier province near the Afghanistan border. The governor of the province is Lieutenant General Fazle Haq, who author Alfred McCoy calls Pakistani President Muhammad Zia ul-Haq’s “closest confidant and the de facto overlord of the mujaheddin guerrillas.” Haq allows hundreds of heroin refineries to set up in his province. Beginning around 1982, Pakistani army trucks carrying CIA weapons from Karachi often pick up heroin in Haq’s province and return loaded with heroin. They are protected from police search by ISI papers. [MCCOY, 2003, PP. 477] By 1982, Haq is listed with Interpol as an international drug trafficker. But Haq also becomes known as a CIA asset. Despite his worsening reputation, visiting US politicians such as CIA Director William Casey and Vice President George H. W. Bush continue to meet with him when they visit Pakistan. Haq then moves his heroin money through the criminal Bank of Credit and Commerce International (BCCI). A highly placed US official will later say that Haq “was our man… everybody knew that Haq was also running the drug trade” and that “BCCI was completely involved.” [SCOTT, 2007, PP. 73-75] Both European and Pakistani police complain that investigations of heroin trafficking in the province are “aborted at the highest level.” [MCCOY, 2003, PP. 477] In 1989, shortly after Benazir Bhutto takes over as the new ruler of Pakistan, Pakistani police arrest Haq and charge him with murder. He is considered a multi-billionaire by this time. But Haq will be gunned down and killed in 1991, apparently before he is tried. [MCCOY, 2003, PP. 483] Even President Zia is implied in the drug trade. In 1985, a Norwegian government investigation will lead to the arrest of a Pakistani drug dealer who also is President Zia’s personal finance manager. When arrested, his briefcase contains Zia’s personal banking records. The manager will be sentenced to a long prison term. [MCCOY, 2003, PP. 481-482]

yes the peace was over a decade long and since then there hasnt been any peace in the so called Democratic governments..
Bring back Martial law please......

you claim to be 47 year old and must remember his era...Wasnt it way more peaceful than any later eras?

thats no logic ... as for peaceful yes most of the pakistan was except karachi for the vary reason that we were against this afghan war stupidity from day one and thats the reason why karachi has been a killing field since than.

yes because Benazir was mad in zia's hate and supported all ways and means of disrupting Karachi's peace because being sindhi feudal she had much influence there...
Plus Altoo bhai was a young gun at the time and always resorted to violence....

and that only happened in the last few years of his era...

Safriz, if you dont mind me asking how long have you lived in this country before migrating? Actually you do not have to answer that. I am sure you will come back once martial law is imposed as per your request. That would be the "Mard" thing to do.

since i have lived through 2 martial laws and lived through two democracies in Pakistan..There is hardly any comparison..
No matter what the media says...the only people who suffer during the Martial law are the politicians..For the people it all peace and harmony and low prices...
During demcracy the people suffer while the politicians can do all they want..
I rather have the politicians suffer....

Plus you resident Pakistanis are too quick to blame us the Expats..while you spectacularly fail to do anything right for the country.....
You even fail to even think right...
Just living there doesn’t help at all...
 
My comment is simple.

Everyone makes mistakes. He did too. Creating the Taliban was need of the hour, to fight Russia. If we did not create the Taliban then, we would have not been here today. There was mismanagement, and they were not properly supervised.

Zia ul Haq was a strong person, and Pakistan had most international importance and reputation in it's history during his era. He was an element of political danger, and this is the reason why his death was crucial. He was killed by joint plans from USA and PPP, the reason for PPP, they wanted government and avenge the killing of Benazir's father.

For the Bhutto fans, it was actually Z A Bhutto who created the Taliban.

Like I said, everyone makes mistakes, so do leaders. Moreover, you should learn from mistakes and history. Arguing over it shall not change it any further, and, disrespect to a dead person, howsoever he may be, is the worst thing that one can do.

To support Safriz, I agree with him. Martial laws have proven to be better than so called 'Democracy' in Pakistan. I would well favor Martial law than government of anyone like Nawaz Sharif, Zardari or Altaf Hussain. Most growth in Pakistani economy happened during military dictatorships. The only people who suffered them were power-hungry politicians and elite-class families who were too, power-hungry.

I agree there are flaws in dictatorship too, no surprises, but it is way better compared to the so-called Pakistani democracy. A Think Tank, fatman17, Icarus or Xeric (cannot recall) once talked about this topic. He said something which I found very beautiful; military leaders have years and years of service and leadership experience which is way better than any civilian leader. The problems arises when they get political influence (political/governmental powers). This is what corrupts a military leader. You got to agree with it!

1947 saw mistakes, many mistakes. After the death of Quaid, every elite family and wadera/zameen-dar came to power and it is them who have been running Pakistan till date. Military dictatorship is better than this, I support martial law and during the martial law, prosecution against all the political leaders showing no mercy and a fair trial. After that, when proper and organized governmental structures and political parties are formed, martial law could be dropped and the sweet taste of actual democracy could be licked for the first time since Pakistan's creation!

I normally dont ask these questions..But which Part of Bangladesh you are from?
If you are old enough or had conversation with the older generation..They will tell you how prosper Both Bangladesh and Pakistan were during Ayub Khan's era....
and he was another so called dictator...
