Which Emperor Made The First Army System? Organising Army Affairs Under A Department In The Government.........

This was decades ago. In my knowledge Hazrat Umer Farooq was the greatest Emperor in this world, He made the first army System and divided it into departments such as To keep order inside the State, he established the Police Department.
The Police force at that time was known as "Ahdath" and the police officer as the "Sahibul Ahdath". Hadrat Abu Hurairah(Raziallah Anho) was appointed as the "Sahibul Ahdath" for Bahrain.

For the first time in the history all irregular armies or mercenaries were divided into clear-cut classes of regular and irregular armies. The army personnel was well paid and their families also got allowances. Separate registers for regular and irregular armies were maintained.

The Roman Legions were also highly organized and existed before advent of Islam, the legionnaires also earned land for their years in service.

No doubt Hazrat Umar RA was one of the most gifted leaders in history in terms of his grasp of all affairs of the state.
His biggest achievement was perhaps to ensure that despite the tremendous wealth and huge land which came under the Islamic state, the various governors and generals were kept in check and no one dared deviate from the path of serving the people.

The accountability of all state officials in his era is legendary and unmatched considering the size of the state.
