Yeah Generals are to be blamed only not Bureaucrats who have made records of "Haramkhori and Rishwatkhori" and Politicians who looted Pakistan from the roots up.. and fraudster Businessmen who have evaded income tax and are mafias in this country...
Generals are responsible for giving NRO to corrupt politicians, bureaucrats, judges instead of holding them accountable. Similarly civilians are responsible for not holding army generals accountable when they imposed martial laws and destroyed constitution.

Is criticising institutions illegal? It isn't. However impinging on right of free expression is contravention of constitutional law. So yes, I agree the law should be enforced but not in whatever warped way you wish it were enforced.

No, civil society is robust, even if the system is a giant dumpster fire.
 
Secondly for section 5, it's irrelevant here, we're not talking about insulting some police officer's mother to his face, we're talking about political speech and related insults. You can see how it is defined, how it can be challenged, and that courts can take a view as to what is reasonable and what is criminal.



The few controversies we did have with section 5, none of them as far as I am aware led to a conviction. So pls try again.

As I said insulting and death threats are not criticism and no in is stopping anyone from criticism only from insulting/threatening institutions...

Every citizen shall have the right to freedom of speech and expression, and there shall be freedom of the press, subject to any reasonable restrictions imposed by law in the interest of the glory of Islam or the integrity, security or defence of Pakistan or any part thereof, friendly relations with foreign States, public order, decency or morality, or in relation to contempt of court, 33[commission of] 33 or incitement to an offence.

"Reasonable restrictions" can be death threats and incitement as we've already agreed, but simply insulting serving PM on twitter, or calling Nawaz or Zardari corrupt chors. Or criticising a state institution or the army, these are not unreasonable, let alone criminal.
