They could be practising landing on motorways, because in the event of a war with Iran, bases could get targeted by missiles so it would be a useful skill to have.

Sir, that is definitely a runway, and the a/c in question is indeed being trailed by Emergency Service Vehicles, including ARFF's, but this also does happen, IF the pilot has declared an emergency due to X number of reasons.

Doesn't necessarily mean a crash landing.

Not convinced. There clearly isn't enough cloud cover in those pictures to allow the IAF to function.
