Would any second hand aircraft help PAF in its modernization?

One cannot modernize in absense of Technology , which is already old on the second hand crap

the only viable reason to get them will be if they are given absolutely free and in bulk even so, getting weapons like BVRs will be a problem and expensive...
because india is paying 50 million just to upgrade them, they are very expensive...PAF will instead look for F-16S
