It gives the user a MASSIVE advantage.

It's unclear about GLONASS.There is a rumour that it will start mid of this year.Anyhow India is building own alternative version known as Indian Regional Navigational Satellite System (IRNSS)with seven satellites.First launch planned mid of this year.
It will give two options to India and make a huge advantage to its missile navigation system.
ISRO also aims to launch 5 satellites per year.

sir russia already launched 3 satellies last december which will form part of the glonass.
