Construction work on the Colombo-Kandy section of the proposed Northern Expressway, one of the biggest road development projects in the country, will commence by the end of this year.
A Highways, Ports and Shipping Project Ministry spokesman said measures have been taken to link the Southern Expressway with the Central city of Kandy and the Northern city of Jaffna. He said the first phase of the project from Enderamulla to Ambepussa is expected to cost Rs. 130 billion and would be completed with Chinese assistance. The project will be handled by the Chinese on a Build-Operate-and-Transfer basis (BOT). The Expressway to Ambepussa will go through Horape, Ragama, Walpola, Batuwatte, Bulugahagoda, Ganemulla, Yagoda, Gampaha, Daraluwa, Bemmulla, Magalegoda, Heendeniya, Veyangoda, Wadurawa, Keenawala, Pallewela, Ganegoda, Mirigama and Bothale. The 52.8 km Enderamulla-Ambepussa stretch will have five interchanges, at Enderamulla, Gampaha, Veyangoda, Mirigama and Ambepussa and will have 50 overpasses and 30 underpasses. During the second phase, the Expressway will be extended 38 kilometres from Mirigama to Kurunegala. This will include the four interchanges at Mirigama, Nakalagamuwa, Danbokka, Kurunegala. This section goes through, Mirigama, Alawwa, Narammala, Weerambugedara, Polgahawela, Kurunegala and Mallawapitiya.
The designing of the road has been done taking the maximum usage of uncultivated paddy lands and the lands adjacent to the railway track to minimise the damages to the public and private properties. The road has also been designed to avoid the blockade of waterways by constructing the road in elevated form in the areas where regular floods are reported. The second phase will cover a distance of 39 km with three interchanges at Pothupitiya, Dampalassa and Pallendeniya and 30 overpasses and five underpasses.

- Opening up an alternative roadway towards North, East, North Central, North Western and Central provinces. And thereby expansion of residential and industrial areas.
- Link to other Expressways under construction – Southern Expressway, Colombo – Katunayake Expressway, and Outer Circular Highway.
- Opening new areas for Economic, Industry, Agriculture, Plantation Development etc.
- Reduce travel time.

- Ease traffic congestion in present A1 route.
