To admit, I don't think so ... the WingLoong has a much more pronounced or bulged head. IMO it looks more like a CH-4.

CH-4 in terms of weaon payloads more superior than wing loong. 4 KD-1 missiles vs 2.

American now is more wary of Iraq now after their close ties with iran. It is natural that they turn to China with something almost similiar but probably only 1/3 of the price. Easily expendable and if shot down by ISIS. They just buy another one and send to skies to hunt terrorist again.
