most of ISIS strongholds in Iraq and Syria are adjacent to Turkey

Iraq and Syria are adjacent to each other and the former Baath party members are in command of Daesh along with the covert support they get from israel and the assad regime.

Assad regime is financing the ISIS and fighting them. The last time I checked Syria does not much oil revenues to finance such idiocy.

Funding is not the only way of supporting a terrorist group. Accidentally air dropping supplies to them, withdrawing from places they can move in are other ways of assisting these terrorists.
