Captain (O-6) is a rank in the United States Navy and PHS, in the US Navy, you have your rank to go along with your rating.

The Ship's Captain is a Rating (or Billing) that filled the ship, it could be filled by a Navy Captain, but it could sometime filled by a Promotable Commander (O-5)

In term of the Billet. Ship's Captain runs the daily running of the ship He or She most likely an unlimited line officer, Mission Commander in charge of operational issue while the Ship's (Company) Commanding Officer in charge of the crew, most likely Head Surgeon in USNS Mercy case
