WASHINGTON: The House Appropriations Committee has approved a defence spending bill that imposes limits on US aid to Pakistan and creates a special bipartisan group to review the US role in Afghanistan.

The panel gave the go-ahead to the bill on a voice vote Tuesday. The legislation would provide dollar 530 billion for the Defence Department and dollar 119 billion for the wars in Iraq and Afghanistan. The bill is dollar 9 billion less than President Barack Obama requested.

The bill would withhold 75 per cent of the dollar 1.1 billion in US aid to Pakistan until the administration reports to Congress on how it would spend the money. WASHINGTON:

A US House of Representatives panel on Tuesday approved a defence spending bill that would impose limits on American aid to Pakistan. The bill envisages the creation of a special bipartisan group to examine Washington’s future role in the decade-long war in Afghanistan.

The bill endorsed by the House Appropriations Committee would withhold 75 per cent of the $1.1 billion in US aid to Pakistan until the administration reports to Congress on how it would spend the money. The committee on Tuesday went a step further, adopting an amendment by Rep. Jeff Flake, R-Arizona, that would give Congress 30 days to review the report before deciding whether the money should be spent.

Pakistan’s “performance or non-performance rubs a lot of people the wrong way,” Flake said. The panel approved the amendment by voice vote. Overall, the legislation will provide $530 billion to the Pentagon and $119 billion for the wars in Iraq and Afghanistan. US President Barack Obama had requested for $9 billion more.

The bill provides the money for the military’s ships, aircraft, tanks and personnel, and largely tracks the defense blueprint that the House approved last month. Washington watchers said it reflects both the war fatigue even among the most hawkish lawmakers and the widespread doubts about Pakistan’s reliability in counter-terrorism. The US raid and killing of Osama bin Laden deep inside Pakistan has left many lawmakers questioning Islamabad’s eagerness and whether billions in American financial assistance is being wasted. With the Afghanistan war approaching its 10th year, sentiment is growing in Congress for the US to speed up the withdrawal of the 100,000 American troops in the country. The committee adopted an amendment by Rep Frank Wolf, R-Va., that would create an Afghanistan-Pakistan Study Group, a bipartisan organisation to conduct an independent assessment of the conflict and US interests.

The group would be modelled on the Iraq Study Group.

In a fresh sign of the war weariness, Rep Norm Dicks of Washington state said the administration “has to accelerate the withdrawal of US forces from Afghanistan.” Dicks said the question is whether the nation helps its citizens or “does nation building.”

“Although we are engaged in wars on several fronts, there is also a battle being waged at home — against skyrocketing, dangerous deficits,” said Rep Hal Rogers, R-Ky, chairman of the Appropriations Committee.

new decade, new war, same US!

To be honest, we all saw this coming. This BS about 'not abandoning Pakistan again' was all a dirty lie.
Finish off the taliban in Pakistan and quietly exit the war.

Why are helping them get supplies, while they launch drone attacks in our north western border? all that and they find time to pressurise us to take more actions, criticize and demonize us for not doing enough and while our nations suffers from terrorist attacks, they have the audacity to accuse us of supporting terrorists.

Why do we consider them as an ally?
 
Somehow I think this is good news for Pakistan. Any activity that results in sudden loss of funds or excess of it can cause a few issues to one or the other stake holder. Slow withdrawal of aid is in the best interest of Pakistan and this will give time to Pakistan to become self reliant.
 
Not surprising, US is getting lost out of afghanistan to end the failed lost war. Naturally they will limit the commitment.

The dimension of war is changing, US is shifting conflict to Pakistan by funding elements of talibs/AlQ. Now that war will not cost 300+ billion but a few billion is sufficient to do the damage, It is now Pakistan who has to our perform economically to sustain the economic damages and allocate funds for WOT. We will do fine even if it takes 2 decades more. Talibs are known after few many years they tend to change their focus that is their trend naturally the trend is due to funds influx reduction that they talibs get cranky.

But sad thing is we got brainless rulers.
 
their national debt stands at 14 trillion dollar thats 14000 billion. Good they are saving some money. And come on just 1.1 billion for this bloody crazy.war pakistan is fighting? will throw a party the day US aid stops completely.

Its a good news for pakistan even pakistan wanted to stop aid,I think its a win win for both the party.....But just thinking about IMF what will be its next move..

They are benefiting from USA's Military presence while Pakistan is losing big time...

South Korea & Japan are different cases, Pakistan has always helped US since it's indepandance but US never came to help when ever Pakistan called in it's wars, is this alliance? Alliance cannot run on oneway traffic. Further more US govts gives all it's aid to corrupt brainless rulers of Pakistan who use that money for themselves, if US would have helped the civilians of Pakistan by launching development projects & helping Pakistan in those fields which they are weak at, example electricity & scarcity of water, asked US buisness mans to invest in Pakistan etc, so Pakistanis & Americans relation would be like brothers, example of Pak-China relations are not hidden.

In the case of SouthKorea & Japan, US always remained friendly with them, helped them against their rivals & consider their rivals as it's(US) own rivals, wheras i can't see if any of these nations helped US just like Pakistanis helped US in the past. US did alot of buisness with these countries so their industries get strong & economy get stable.

I bet US & Pakistan could become very friendly if US doesn't consider Pakistan as it's enemy in it's heart & friend on it's face & help just like Chinese. Pakistanis doesn't hate America or Americans it's just the American policies that Pakistanis sees against them.

As American officials have responded since 1965, the security arrangements between the U.S. and Pakistan are made on the basis of mutual defense and are not licenses for Pakistani aggression against its neighbors (India) or genocide against a dissident population (1971).

No. These nations did a better job of helping the U.S. than Pakistan has.

The the U.S. would charge cash for its services rather than provide fighter jets cheap and disaster relief for free. Is that what you want?

Values are what one fights for and defines in part what we are. Pakistan is fighting to maintain terrorists and terror havens under its control; America desires the opposite. America is trying to convince Pakistan to change, but Pakistanis have treasured their terror tools for over fifty years. No wonder there is friction.
