US denied a missile to Pak for Indian safety: Wiki

Islamabad: While the United States cleared billions of dollars’ worth arms sales to Pakistan for the war on terror, it denied the sale of an advanced missile technology to Islamabad over concerns that it could be used to target India.

A request by Islamabad to procure an advanced Harpoon missile system was turned down in 2009 after Washington determined that it would threaten India, US diplomatic cables unveiled by whistle-blower website WikiLeaks have revealed.



In a cable dated March 18, 2009, the then US Ambassador to Pakistan, Anne W Patterson, justified the sale of F 16 fighters to Islamabad, holding that it was not a threat since India had an overwhelming aerial superiority, and went on to say that Washington has occasionally denied “Pakistani requests for arms sales that could upset the regional balance of power”.

As an example, the cable quoted a decision taken in February 2009 for turning down Pakistan’s request for the advanced Harpoon missile system.

The reason given for the refusal was that the new system would enable Pakistan to target the Indian coastline and would not have any use in the war against terrorism, The Nation reports.

“We have and will deny arms sales that we believe would upset the regional balance of power, as we have with the recent GOP [Government of Pakistan] request to buy the Coastal Targeting Suppression System, which enables Harpoon missiles to be fired at land or near-land targets using GPS technology,” the cable said.

The cable goes on to say that this “acquisition would have given Pakistan an overt offensive capability to threaten India and served no COIN (Counter Insurgency) purpose.”
 
They did not deny the missile. There is a GPS guided capability for the Harpoon that allows the Harpoon to be used for land attack missions. That capability was not provided.

The Defense Security Cooperation Agency notified Congress of a possible Foreign Military Sale to Pakistan of HARPOON Block II Anti-ship Missiles as well as associated equipment and services. The total value, if all options are exercised, could be as high as $370 million.
The Government of Pakistan has requested a possible sale of;
- 50 UGM-84L (submarine-launched),
- 50 RGM-84L (surface-launched),
- and 30 AGM-84L (air-launched) Block II HARPOON missiles;
- 5 Encapsulated HARPOON Command Launch Systems;
- 115 containers;
- missile modifications;
- training devices;
- spare and repair parts;
- technical support;
- support equipment;
- personnel training and training equipment;
- technical data and publications;
- U.S. Government and contractor engineering and logistics support services;
- and other related elements of logistics support.

The estimated cost is $370 million.
This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country that continues to be a key ally in the global war on terrorism.
Pakistan intends to use the HARPOON systems on its P-3 aircraft, surface ships, and submarines. The Pakistan Navy currently has AGM-84 Block I air/surface/subsurface launch capability and recently accepted the Block II air- and surface-launched HARPOON.
The AGM-84, HARPOON Block II upgraded targeting capability significantly reduces the risk of hitting non-combatant targets thus improving Pakistan's naval operational flexibility. Pakistan will have no difficulty absorbing these additional missiles into its armed forces.
The HARPOON Block II system will provide a significant upgrade to Pakistan's existing systems and allow for improved target acquisition. The system has an increased number of waypoints associated with missile flight and incorporates a Global Positioning System that allows for precision use.
The proposed sale of this equipment and support will not affect the basic military balance in the region.
The prime contractor will be The Boeing Company of St. Louis, Missouri. There are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale will require several U.S. Government and contractor representatives to travel to Pakistan on a temporary basis in conjunction with program technical and management oversight and support requirements.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
This notice of a potential sale is required by law; it does not mean that the sale has been concluded.

is it of any use without that gps you mentioned? If it is, then there was no need to deny that capability. And if no then why Pakistan took it in the first place.?.?

we indians have shoved a lingham up america's arse...the wont sell you anything that can be used against india but russia sells us everything that can be used against Pakistan...america even sells everything to israel that can be used against anyone....shameless are your leaders who have sold your height and converted you into a worldwide joke,your leaders call your worst enemy your friend and ally...they have brought down the morale of your nation according to well laid plot..no more 6 sept celebrations,no more 23rd march parades...you are buying planes that u cant fly out of your country..did you take your taxpayer into confidence that you buying planes that are retarded and have a kill switch which would be activated once it leaves Pakistani airspace??,no nuclear technology for you,no access to international markets,no drone technology,strip searches on foreign airports......this is what happens when u bring someone else's war to your own neighbourhood and country just to prolong your illegal rule and cause you have foriegn accounts that you risk would be frozen.

You have nothing to fear from India. India will not attack Pakistan except in defense of itself. Just don't attack them. Sooooooooo the US does care about your real security needs, but not your "mirage" security needs.
