All of then are Indian. There is no need to give them citizenship. There are still processes by which they will be able to prove

Out of 1.9 million excluded, 380k are already dead. Among the rest 1.5 million, 900k are such whose parents were included and they were not. They will get included after reviewing. Rest 600k will be left. Among them maybe 200-300k would be Muslims.
