Last week saw several infiltration attempts by Pak based militants to Kashmir. If any civilians killed, they probably got killed in crossfire.

The only way to end such unfortunate instances is to stop terrorist infiltration. As long as border is volatile, civilians near border will suffer.

As per the news posted by OP, civilians were killed in Poonch. So, it seems to be related to the following incident. One Indian soldier was injured in firing with infiltrators in Poonch sector. So obviously it wasn't any unprovoked firing.
