As the DSCA announced, the Government of Pakistan has requested support for refurbishment of USS McInerney (FFG-8), the second ship of the Oliver Hazard Perry-class of US guided-missile frigates, being provided as excess defence articles (EDA). The contract will include onboard spares, spare and repairs parts, support equipment, publications and technical data and related government and contractor services and support. "

Naval Vessel Transfer Act of 2008, P.L.110-429, 15 October 2008

• Both introduced and passed by the House on 27 September 2008 as HR7177. Passed by the Senate on 1 October 2008 to be enacting on 15 October 2008 as P.L.110-429.

• Generally, HR7177 is the final but incomplete product of several bills that failed to clear committee or were passed by one house but to languish in the other. Examples range from the United States-Republic of Korea Defense Cooperation Improvement Act of 2007 (S1846) to the later United States-Republic of Korea Defense Cooperation Improvement of 2008 (HR5443), or the Security Assistance Act of 2008 (S3563) to the Security Assistance and Arms Export Control Reform Act of 2008 (HR5916).

Transfer of Naval Vessels to Certain Foreign Recipients (Section 102)

• Authorizes the Section 516, FAA, grant EDA transfer of the following ships to be completed within two years of enactment of this Act:

• Ex-USS McInerney (FFG-8) to Pakistan,

• Ex-USS Andrew J. Higgins (AO-190) to Chile, and

• Ex-USS Fresno (LST-1182) and ex-USS Racine (LST-1191 to Peru.

• Value of transfer is not to count against the annual aggregate value ceiling of $425,000,000 as normally required by Section 516(g)(1), FAA.

• Any expenses incurred by the USG in connection with the transfer shall be charged to the receiving country.

EXCESS DEFENSE ARTICLES.—The value of a vessel transferred to
a recipient on a grant basis pursuant to authority provided by
subsection (a) shall not be counted against the aggregate value
of excess defense articles transferred in any fiscal year under section
516 of the Foreign Assistance Act of 1961 (22 U.S.C. 2321j).
(c) COSTS OF TRANSFERS.—Any expense incurred by the United
States in connection with a transfer authorized by this section
shall be charged to the recipient (notwithstanding section 516(e)
of the Foreign Assistance Act of 1961 (22 U.S.C. 2321j(e))).
(d) REPAIR AND REFURBISHMENT IN UNITED STATES SHIPYARDS.—
To the maximum extent practicable, the President shall
require, as a condition of the transfer of a vessel under this section,
that the recipient to which the vessel is transferred have such
repair or refurbishment of the vessel as is needed, before the
vessel joins the naval forces of the recipient, performed at a shipyard
located in the United States, including a United States Navy shipyard.
(e) EXPIRATION OF AUTHORITY.—The authority to transfer a
vessel under this section shall expire at the end of the 2-year
period beginning on the date of the enactment of this Act.

It was inactivated decommissioned junk. You can forget Sonar.

Never stated or assumed the frigate is new. If it is first decommed by USN and then recommed by PN, it obviously is a used frigate. DUH!

However, it is a HOT TRANSFER i.e. there is no 'idle time' between decomming from USN and recomming into PN. Unlike a COLD TRANSFER, which involves MOTHBALLED ships from reverve storage.

The sonar dicsussion has nothing to do with the transfer discussion, please don't confound issues.

WASHINGTON, Feb. 19, 2010 – The Defense Security Cooperation Agency notified Congress Feb. 18 of a possible Foreign Military Sale to Pakistan for refurbishment of one OLIVER HAZARD PERRY Class Frigate and associated equipment, parts and logistical support for a complete package worth approximately $78 million.
The Government of Pakistan has requested a possible sale for refurbishment of one OLIVER HAZARD PERRY Class Frigate, USS MCINERNEY (FFG-8), being provided as Excess Defense Articles (grant EDA notification is being submitted separately) with onboard spares, spare and repairs parts, support equipment, publications and technical data, U.S. Government and contractor engineering and logistics support services, and other related elements of logistics support. The estimated cost of the refurbishment and support is $78 million.This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country that has been and continues to be a partner in combating insurgents in Pakistan.
Pakistan requires the capabilities of USS McINERNEY (FFG-8) to participate in U.S. and coalition led counter-narcotics and counter-piracy operations and to assist with Pakistan’s efforts to secure its maritime border. Pakistan will have no difficulty absorbing the ship into its armed forces.
The proposed sale of this equipment and support will not alter the basic military balance in the region.
The prime contractor is unknown at this time. There are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale will not require the assignment of any U.S. Government and contractor representatives to Pakistan.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
This notice of a potential sale is required by law and does not mean the sale has been concluded.

Thanks for clearing that up: it is a sale of refurb + support services, not the ship itself.

No, that might be what you gave up because of (cheaper) domestic production of the F22P. There is no obvious or apparent relation between McInerney/future OHPs and domestic MILGEM production.
 
There is none. The one Cabatli posted is a Australian Perry class. While the upgrade can integrate the MK-41 we have not installed ours yet on the ships. You can check our perry class ships from recent pirate hunting missions as part of CTF 151 and they still don't have MK-41s. Nor did we upgrade our mekos with them. Even though we had a tender floating around.

It doesn't have to be installed to make it effective though. If you integrate the CMS with the original weapons it will still give you an effective ship.

While the plan to install Mk41s on Turkish ships daes back to 2008, the order for Mk41s for Turkish ship was placed only in february 2010. Hardly surprising, they are not yet installed on Turkish ships.
Feb 1/10: Lockheed Martin Maritime Systems and Sensors in Baltimore MD received a $31.4 million cost-plus-fixed fee contract to be the electrical design agent for the MK 41 VLS, on behalf of the USN and 8 allied navies. It combines purchases for the US Navy (26.7%), and the governments of Japan (29.7%), Turkey (14.2%), Australia (7.7%), Spain (7.0%), Canada (6.0%), South Korea (5.0%), Netherlands (2.1%), and Germany (1.6%); and includes options which, if exercised, would bring its cumulative value to $104.9 million over 4 years.

Efforts under the contract include design agent services to support the MK 41 VLS program and the life cycle support facility through efforts such as the integration of new missiles into the VLS, integration of VLS into new ships, technical refresh, systems engineering, computer program engineering, and failure analyses.

Work will be performed in Baltimore, MD (92%); and Ventura, CA (8%); and is expected to be completed by September 2011. Contract funds in the amount of $3.2 million will expire at the end of the current fiscal year. Like i said not yet. I read that article before. I was at least expecting the upgrades to come into effect as genesis was complete per ship.

I read somewhere that delivery will only start from 2014.
 
I assume this is MEKO class(TCG SalihReis) of Turkish navy firing RIM-7. But MEKO is already fitted with Mk41 from the beginning.

Two of the ships have MK41 VLS that fire ESSM(8 dual canisters) (F246 Salih Reis F247 Kemal Reis) The other two which will be upgraded have MK 21s that launch RIM-7s. The older 4 (Track 1 MEKOS) also have RIM-7s but those can't be upgraded to MK41 because of different hull size from the Track II MEKOS.

edit-I see what you mean. The ship is firing a RIM-7 it looks like. It should have MK41 VLS with ESSM. I will try to find pictures of the ship and double check.
