The missing wife of a man killed by police in the western Indian state of Gujarat in 2005 was also killed and her body was burnt, the state has admitted.
Gujarat government lawyer KTS Tulsi told the Supreme Court that they were trying to find Kausar Bi's remains.

Last week, three top policemen were charged with the murder of the husband, Sohrabuddin Sheikh, a Muslim civilian.

They are alleged to have attempted to cover up the killing by claiming he belonged to an Islamic militant group.

Mr Tulsi submitted a sealed report to the Supreme Court on the case on Monday and the judge said he would respond on Tuesday.

'Staged'

Kausar Bi had been travelling with her husband by bus when they were taken away by the Gujarat police.

She has not been seen since her husband was allegedly shot dead in a "staged encounter".

At the time, police claimed Mr Sheikh belonged to the banned Kashmiri militant group, Lashkar-e-Toiba, and was plotting to assassinate the Gujarat Chief Minister Narendra Modi.

In March, the state police admitted - at a hearing of the Supreme Court - that Mr Sheikh was killed in a staged gun-battle.

On Friday, the state government told the court that Kausar Bi may have been killed too.

The revelation came after Mr Sheikh's brother, Rubabbudin Sheikh, filed a petition in the court demanding an inquiry into the killings by India's federal police, the Central Bureau of Investigation (CBI).

He also asked the judge to direct the Gujarat government to produce Kausar Bi in court.

Gujarat has been heavily criticised for the treatment of its religious minorities.

According to official figures, more than 1,000 people, mostly Muslims, were killed during the riots that broke out after nearly 60 Hindus were killed when a train was set on fire in Godhra town, allegedly by a Muslim mob, five years ago.


The state administration was accused of not doing enough to stop the riots.

'Fake encounters'

Security forces in India have on occasion admitted to extra-judicial killings - described by the local media as "fake encounters" - in which they had at first said they had killed militants after coming under gunfire.

Last year, the US-based Human Rights Watch released a report which said the Indian army had admitted to extra-judicial killings of militants in Indian-administered Kashmir.

In February, Kashmir police said DNA tests confirmed that a supposed Pakistani militant reportedly killed in a gun battle was a local civilian.

Police there are also looking into four other reported extra-judicial killings.

Soldiers are also accused of gross human rights violations in the north-eastern state of Manipur and the people there have been holding protests for years demanding an end to the special powers enjoyed by the armed forces.

A former Gujarat police officer said he had received "clear instructions" while in service to target the Muslim community in staged shootouts. The Narendra Modi government in the Indian state of Gujarat has literally carried out organized fake shootouts for killing Muslims, said a former police officer. He also said that he had received 'clear instructions' while in service to target the Muslim community in staged shootouts but he refused.

"I have been also asked to conduct fake encounters, which I opposed," R.B. Sreekumar, a former additional director general in charge of the intelligence wing in Gujarat Police said. He added that former Punjab police chief K.P.S. Gill, who was then security advisor to the Gujarat chief minister, agreed with him and opposed any illegal killings.

Gujarat has been the scene of many 'encounter deaths' - a police euphemism for killings in shootouts, real or faked - since 2002 when the state witnessed one of the most horrifying communal clashes which caused the death of many people mostly Muslims. The cold-blooded murders were "an attempt to create a sympathy wave in favor of the chief minister whenever his leadership was questioned", he said.

The police are under political pressure to lead planed shootouts, said Sreekumar in a phone call to IANS from his home in Ahmedabad. Modi was angered by Sreekumar when he gave statements against him during the trial of the accused in the 2002 communal violence. His statements came after the arrest of two senior Gujarat Police officers and one from Rajasthan for the cold blooded murder of Sohrabuddin Sheikh, a Muslim man in November 2005, after claiming that he was a planning to assassinate Modi.

Sohrabuddin Sheikh's wife was also murdered and her body was burnt. His brother Rubabuddin Sheikh waged a spirited judicial battle for truth, leading the Supreme Court to order an inquiry that uncovered the painful truth. "They have put the entire blame on the police officers who simply acted at the political leadership's behest. The leadership is trying to wash its hands off," Sreekumar said.

He also pointed out that Sohrabuddin's murder was carried out just before the Bharatiya Janata Party's (BJP) national executive in Mumbai in December 2005. It was thought that the BJP would consider a leadership change in Gujarat in the wake of mounting dissidence in the party unit against Modi. But once the media announced that there was someone planning to assassinate Modi, the latter gained fresh stature.

Sreekumar said: "The fake encounters have earned 'a respectable status' as a device to prevent crime in the state. People have started accepting the staged killings as a necessity against crime." He added that while he was in service, he has been instructed several times to frame senior Muslim officials in government service adding that he was once asked to prepare a report against an Indian Army officer related to a Bollywood actor but he declined, saying that he had nothing to do with the military.

"In Gujarat you will be given all kinds of rewards if you do what the administration asks," he said. "If you do not fall in line for them, you will be harassed."

May 5 — they have questioned and videotaped “confession statements” of at least seven policemen in connection with Kausar Bi’s murder. Efforts are being made to turn some of them approvers to fast-track investigation.

The “confessions”, sources said, give graphic details about Kausar Bi’s killing at a Gandhinagar farmhouse and her body being burnt in the ravines of Illol village in Sabarkantha district.

The three arrested officers were taken by the CID (Crime) to places related to the killing both yesterday and today. During the last hearing of the case, the Supreme Court was told by Gujarat investigators that based on interrogation of the arrested officers they had crucial leads on Kausar Bi’s murder.

Sources in the investigating team said that help had been sought from forensic experts in Gandhinagar to collect material evidence from the identified spots. “A forensic team accompanied us to the spots to help us gather some remains of Kausar. The well in the Illol bungalow of Vanjhara, where ashes of Kausar were reportedly thrown, is also likely to be dug up on Thursday,” said sources.

The role of the three officers, the sources said, became evident from the “confessions” of Dy SP M L Parmar, Inspector N H Dabhi, Sub Inspector Balkrishna Chaube, Constable Santram Sharma, Constable Ajay Parmar, driver Nathusinh Jadeja and driver Gurdayal Singh.

In a related development, investigating officer Rajnish Rai, DIG (CID-Crime), sidelined by Gujarat DGP P C Pande who asked chief investigating officer G B Padheria to directly report to ADGP O P Mathur, has written a letter to Pande, wanting to know whether he has been taken off the case. The letter comes a day after Mathur called for all case papers to his office.

In every country some fake encounters happens these are highly condemnable and prosecuted by court of law and law is taking its own course as the Supreme Court is taking tough action.

The police had arrested former director of the Gujarat anti-terrorism squad, D G Vanjara, SP of the Anti-Terrorism Squad (ATS) in this case.

This speaks tall about India and justice that killing of a couple get the Superintendent of Police (Anti-Terrorism Squad) arrested and he is in Prison till date and the while the case is going all.

This is called Justice in a True Secular Democracy called India.

On similar topic an Indian muslim has embarrassed your former president in front of whole world. This is a creepy attitude. Leave Indian Muslims alone. They don't need you. 80 hindu temples demolished for illegal encroachment by Narendra Modi in Gujarat capital gandhinagar


GANDHINAGAR: Before you call Narendra Modi Hindutva's poster-boy, take this. Gujarat's capital, Gandhinagar, has razed to the ground 80 temples or their encroaching boundaries, since authorities began a drive against illegal encroachment in one month.

The campaign, which started on October 13, went into top gear on Wednesday when 15 small and medium temples were demolished on two roads. A lesson, perhaps, for twin-city Ahmedabad's civic authorities who have failed to carry out a Gujarat High Court directive against shrines obstructing movement of traffic in the city.

A team of officials from the Gandhinagar collectorate, police and forest officials participate in the demolition operation. A survey conducted by the Gandhinagar collectorate officials showed 107 temples having illegally come up along the main roads and about 312 in the interior areas of various sectors. All of these will be removed.

Apparently, the first temple was demolished around Diwali and there was not even a protest as the demolition was carried out in the dead of the night. Six temples around Gh-5 circle and adjoining areas vanished within hours.

Two days later, VHP organised a protest rally in Gandhinagar, supported by members of Mahagujarat Janata Party, comprising mainly of BJP rebels. The demolition drive can also be seen in the light of the recent arrest of VHP's Ahmedabad general secretary Ashwin Patel on sedition charges for circulating anti-Modi SMSes. ( Watch )

Gandhinagar collector Sanjeev Kumar says, ``This is part of the ongoing drive in which all encroachments are going to be removed. We will bring down any illegal structure on government land.''
