Solving Pakistan Navy's Ship Problem

Pakistan has no problem in constructing the Ships

What we lack is ability to market the ships we construct , and with out Marketing and an increased budget for Navy we can't attract external clients or have enough ships


3 OHP from USA and 6 Submarines from China are a good achivement for 2014-2015 period

South Korea pretty much builds their own navy, but isn't really exporting much either. Likewise Japan. See also Turkey. All countries want transfer of technology so they can built domestically and maybe also export. But what if they all succeeded at that? Is their enough demand to sustain all these countries naval ship building efforts, outside their own domestic need?
 
Well its just lack of ambition , no moden ship design , made in Pakistan all copy paste from France / China etc I mean what ever happened to building an designing your own ship
 
I am not the navy expert , but here is my thought .

Drop everything , start from scratch , we have the capability to build both Ships & Subs , lets start improving that , it may take 10-20 years , but at least we will have a base to stand on , Focus more on subs then on Frigates or destroyers , build a reliable Air defence system for our coastal borders , so PN does not always have to rely on PAF .

For all this to happen we need an investment budget of around $5-6bn (for 5 years , $1bn per year), just for the Navy .

save money via decreasing the size of the army from current 7 lac to decent 5 lac or less. save money via changing laws regarding early retirement. this would allow more fiscal space for weapon procurement

well this means that USA whose decreasing its man power to increase its weapons capability and that every day every new equipment and ship focuses on low man power spending comes from sheer idiots..in other words whole of the world that is developed and advance are idiots but pakistanis are genious and especially you who have an IQ of 199
 
Time have come to give importance to PAF and Navy. Spending 48% of budget on army and 20% on PAF and 10% on Navy is not serving Pakistan long term ambition.

Ziaulislam is right, 5 lack are enough if we can saved budget spend on Navy and PAF. Get army budget down to 33%, increase PAF to 30% and navy to 15%.

Or lets keep Navy at 10% and increase PAF budget to 35%. Because no matter what people say PAF is in shambless buying second hand F-16 from nations like Jordan. What about SAM? 5th generation aircraft? If your skies are not save then say bye bye to extra 2-3 lack foujis on the ground.

and where that amount of money will come from and whose gona protect it. normally AC need a full fleet for successfull operation which inclued 2 sub 3 destroyers 3 frigates and alot more small ships and do u remember we dont operate destroyers and total numbers of somewhat modren subs we have is 3 so u are indirectly suggesting we confine all of our naval assets in one place and even then we wont be able to protect it due to lack of destroyers .most importantly will us sell it to us

Solving PN's ship problem

I think the top priority is to work on the economy, followed by an increase in PN's budget (after the economy takes-off).

The second priority is to expand the local maritime design, development, fabrication, and R&D base in the country. The process can always been expedited with help from the Chinese experiences. Just like the Chinese helped us build the HMC, the Soviets helped us with the steel mills, we need to set up a second major multi-purpose shipyard in Gwadar. R&D labs and workshops should be set up. PNEC is a good institution to start with. We should look towards designing and building our own sophisticated ships using modern engineering practices. We should have the required intellectual human resource to study modern foreign ship designs, and learn from them. The indigenisation needs to be done on a priority basis.

Thirdly, as far as ship procurements are concerned, we should also look towards procuring the Chinese Type 52d class destroyers (when funds become available). We lack modern destroyers. We need modern maritime Anti-Air warfare capability.

The entire PN annual budget and then some would go into this ACC and its air wing alone, leaving 0 rupees for the rest of the PN or even any escorts for the ACCs, PN would have the only ACC in the world without a CBG.

Secondly I don't think the US would even contemplate selling such technology to Pakistan.

And how would this solve the PN's ship problem? It would actually worsen the PN's position.

We can save enough money by cutting the tummy of our fat politicians.

We can't afford to reduce our army. PAk Army is saving Pakistan from lots of enemies; Taliban, India, raw, CIA, Israel etc. reducing our army strength will not be a good idea.

Since ww2 there have been no sales of ex-USN carriers to other navies, with the exception of 3 ships to France and Spain. These were light carriers, not fleet carriers.
