Shri Goyal & Mr. Ibrahim Baylan reviewed next Phase of Indo- Swedish Collaboration
in Energy Sector

Shri Piyush Goyal, Union Minister of State (IC) for Power, Coal, New & Renewable Energy and Mines, is on an official visit to Sweden from November 1-3, 2016 at the invitation of the Swedish Minister for Policy Coordination & Energy, Mr. Ibrahim Baylan.

During his 3 day visit , Shri Goyal had a bilateral meeting with the Swedish Minister for Policy Coordination and Energy, Mr. Ibrahim Baylan. Both sides referred to the existing MoU on Renewable Energy Cooperation and reviewed the current cooperation in the energy sector and the next steps to enhance collaboration especially in waste-to-energy, energy efficiency, transmission and distribution, hydropower, electro-mobility, smart grids, smart metering, solar energy, water treatment, and mining. Both Ministers had a joint media interaction with prominent business paper Dagens Industri and Sveriges Radio.

The Ministerial delegation participated in three Round Tables on: (i) Green Financing and Investment; (ii) Smart Grid & Energy Solutions; (iii) Smart Cities, Electro Mobility and Waste to Energy; and (iv) Energy Efficient Mining and Mine automation/optimization. The Minister and the delegation also visited Atlas Copco head office and underground mine and Brista Waste-to-Energy Combined Heat and Power Plant.

The visit epitomised the mutual interest in strengthening the all-round bilateral relationship between India and Sweden on the basis of solid groundwork laid by the first ever State Visit of President Pranab Mukherjee to Sweden in 2015 and the visit of Prime Minister Stefan Lofven to India in February 2016 for the Make in India Week in Mumbai.

The official delegation included senior government officials from the Ministry of Power, Ministry of New and Renewable Energy and a large business delegation and representation from CII and FICCI.

Swedish Business Delegation calls on PM


A Swedish Business Delegation called on the Prime Minister, Shri Narendra Modi today. This delegation comprised some of the CEOs who are in New Delhi for the India Sweden Business Leaders Round Table.

The Prime Minister welcomed the Delegation members. Long term business opportunities for Swedish manufacturers, including in defence manufacturing and solar energy, came up for discussion.

The President of India, Shri Pranab Mukherjee has extended his greetings and felicitations to the Government and people of the Republic of Finland on the eve of their Independence Day (December 6, 2016).

In a message to His Excellency Mr. Sauli Niinistö, the President of the Republic of Finland, the President has said, “On behalf of the Government and the people of India and on my own behalf, I have pleasure in extending warm greetings and felicitations to Your Excellency and to the people of the Republic of Finland on the occasion of your Independence Day.

Our two nations share warm and cordial relations. The visit of the Prime Minister of Finland, H.E. Mr. Juha Sipila for the ‘Make in India’ Week in Mumbai in February this year has contributed to the strengthening of our economic cooperation. It is my firm belief that through enhancing our mutual understanding and engagement, the bilateral ties between our countries will grow stronger in the years ahead for the benefit for our two peoples.

Completion of Internal Procedures for the Revised Double Taxation Avoidance Agreement (DTAA) between India and Cyprus notified; Revised DTAA to come into effect in India in the fiscal year beginning on or after 1st April, 2017;

Will enable source based taxation of capital gains on shares, except in respect of investments made prior to 1st April, 2017; Will also bring into effect updated provisions as per international standards and in accordance with the consistent position of India.





A revised Agreement between India and Cyprus for the Avoidance of Double Taxation and the Prevention of Fiscal evasion (DTAA) with respect to taxes on income, along with its Protocol, was signed on 18th November, 2016 in Nicosia, which will replace the existing DTAA that was signed by two countries on 13th June 1994. The Protocol was signed by Mr. Ravi Bangar, High Commissioner of India to Cyprus on behalf of India and Mr. Harris Georgiades, the Minister of Finance on behalf of Cyprus.


Both sides have now exchanged notifications intimating the completion of their respective internal procedures for the entry into force of the DTAA, with which the revised DTAA shall come into effect in India in the fiscal year beginning on or after 1st April, 2017. The revised DTAA will enable source based taxation of capital gains on shares, except in respect of investments made prior to 1st April, 2017. In addition, the DTAA will also bring into effect updated provisions as per international standards and in accordance with the consistent position of India.


In a separate development, the notification of Cyprus under Section 94A of the Income Tax Act, 1961, as a notified jurisdictional area for lack of effective exchange of information, has been rescinded with effect from 1.11.2013 [Notification No. 114/2016 dated 14.12.2016]. The bilateral economic ties between the two countries are expected to be further strengthened by these measures.

Discusses areas of mutual cooperation and Invstment

A Chzech delegation headed by Mr. Lubomir Zaoralek, Minister of Foreign Affairs , Chzech Government here in New Delhi today called on Shri Babul Supriyo, Minister of State for Heavy Industry and Public Enterprises, Govt. of India and discussed areas of mutual cooperation especially in the field of Industrial Infrastructure.

Welcoming the delegation Shri Babul Supriyo, said it will be a good opportunity to work in bon homey with the Chzech side for furthering in the areas of financial as well as technological manufacturing so that India and Czechoslovakia could further get close in terms of interchanging and exchanging technological support. He said the Joint ventures between the two countries have been furthered by our department as well as by the M/o Commerce. He said we are trying to work as per the guidance of Prime Minister to proceed and concentrate on definite agenda items. The minister referred to the joint ventures with PSUs like HEC ,BHEL and said that things are being pin pointed for specific outputs. The Minister termed the deliberations as very encouraging and said works going on since the last three years will result in the multiplication of relations in the coming years. He also referred to the organising of an exhibition cum conference in Czech Republic next year and hoped that our relations will get strengthened further.

Mr. Lubomir Zaoralek, Minister of Foreign Affairs , Chzech Government expressed satisfaction over the hospitality offered and said that Industrial cooperation is one of the main pillar in the field of economy. He referred to the invitation offered to businessman from India to the International Engineering fair being held in their country next year and said that it is interest of both the countries to cooperate and use all complimentary synergy to connect because they are confronting something like technology revolution. He expressed satisfaction on the discussions held so far and hoped that this will further enhance our bilateral relation. He also informed of Chzech Prime Ministers visit next year to India and said political negotiations and political dialogue will help our businessman and will create something like incentive cooperation with new investment. He said India is a big potential in facilitating market and it may be a spring board to other countries far around.

New Delhi: Amid its all-out efforts to get entry into the elite NSG, India today held talks with Czech Republic, a member of the 48-nation grouping, on terrorism and Multilateral Export Control Regime.

During wide-ranging discussions, Minister of State for External Affairs M J Akbar and Czech Foreign Minister Lubomir Zaoralek reviewed entire gamut of bilateral relations as well as important global and regional issues of mutual interest.

"Two Ministers held discussions also on major global issues such as climate change, Sustainable Development Goals, United Nations Reforms, Terrorism, Multilateral Export Control Regime etc. They exchanged views on important developments in the neighbouring regions of both countries," MEA said in a press release.

The discussions also come in the backdrop of India's intense outreach for its membership bid in the Nuclear Suppliers Group.

Czech, which is a member in four export control regimes- the Wassenaar Arrangement, NSG, Australia Group, and Missile Technology Control Regime, has been supportive of India's aspirations.

Noting that defence cooperation is an important component in India-Czech ties, the release said there is a mechanism of India-Czech Joint Defence Committee meetings that met last in November 2016.

Zaoralek is accompanied by senior officials of Czech Ministry of Foreign Affairs and a high-level business delegation representing various trade, industrial and financial sectors.

On trade front, the two countries have robust economic ties, with annual bilateral trade being USD 1.2 billion.

There is a mechanism of Joint Commission on Economic Cooperation co-chaired by Minister of State for Commerce and Industry of India and Minister of Trade and Industry of Czech Republic from the respective side, for discussing the ways and means of strengthening economic ties, the release added.

"Zaoralek and Akbar discussed in detail the possibility of further cooperation in these crucial sectors of mutual interest...They exchanged views on important developments in the neighbouring regions of both countries," the release said.

New Delhi: India and the Czech Republic on Monday discussed the entire gamut of their bilateral relationship, stressing on defence and commercial ties.

At a meeting between Minister of State for External Affairs M.J. Akbar and visiting Czech Foreign Minister Lubomir Zaoralek here, the two sides discussed bilateral issues as well as important global and regional issues of mutual interest, according to a statement issued by the Ministry of External Affairs.

"India and Czech Republic have robust economic ties, with annual bilateral trade being $1.2 billion. Additionally, a number of Indian and Czech companies have invested in each otheras country," it said.

"There is a mechanism of Joint Commission on Economic Cooperation co-chaired by Minister of State for Commerce and Industry of India and Minister of Trade and Industry of Czech Republic from the respective sides, for discussing the ways and means of strengthening economic ties."

According to the statement, defence cooperation is an important component in India-Czech ties.

"There is a mechanism of India-Czech Joint Defence Committee meetings that met last in November 2016. There is a Joint Working Group on heavy engineering; the last JWG (Joint Working Group) meeting took place in October 2016," it said.

The two countries also have a cultural exchange programme and an education exchange programme and engage regularly in discussions on cooperation in science and technology and research and development.

"Minister Zaoralek and Minister M.J. Akbar discussed in detail the possibility of further cooperation in these crucial sectors of mutual interest," the statement said.

"The two Ministers held discussions also on major global issues such as climate change, Sustainable Development Goals, United Nations reforms, terrorism, Multilateral Export Control Regime etc."

They also exchanged views on important developments in the neighbouring regions of both countries.

The last visit of the Czech Foreign Minister to India was in 2013, the Czech Minister of Trade and Industry visited in January 2015 and the Czech Defence Minister in March 2016.
