Nukes' time is passed, firing the first nuke doesn't guarantee your survival aftermath you gotta expect incoming nukes .. in plain word it's just there for deterrence.
Being big doesn't mean that you are powerful, Iraqi army couldn't stand more than 21 days while Hezboallah stood 33 days and israel couldn't do anything but razing residential areas, roads, bridges and so on.
