The Congress leadership fears a spill over of the insurgency if it pressurises Pakistan beyond a certain point. Thus, India will not retaliate harshly. If a more ultra-nationalist government comes then the dynamics would change; however, that would be counterproductive for the region as the Pakistan armed forces would have to shift their focus from the Taliban insurgency towards India.

The purpose is to transport them in trucks so as to stop US from confiscating them. Just a wild guess.
