J16 costs 520 million CNY (80 million USD).
The cost of J35 is estimated to be 480 million CNY (75 million US dollars) by domestic media.
Moreover, the Russians are very alert to the emergence of J16. I seriously doubt that Russia will allow China to export J16.
In fact, J16 is the best flanker now, and Russia is selling SU35
Exactly, from Russia POV they might as well sell Su-35 directly to Pakistan, may even have price advantage due to lower ruble exchange rate.

Of course, whether PAF wants Flankers or not is the core question. By investing in Flankers may imply that PAF is transitioning itself from a defensive force into an offensive one, it's a fundamental change in war doctrine as well as investment plan, a list of other gears/infrastructure will be procured along with new jets. However in recent years PAF seems to be vested on working with PLAAF to create an inter-operable "joint force" which may very possibly include offensive missions in the future, PAF going solo offensive seems unlikely. Just my opinion.

I thought that for the PAF to prefer single engined fighters was a matter of choice.?

^^ this. Pakistan cannot afford to go on the offense on its lonesome. interoperability and loan of machines from China will be required in-case China needs Pakistan to go on the offensive
 
Nothing different than those stealthier 3 types of fighters landed on different bases.
