Problems with PDF website

For the last few weeks I have been facing this problem whenever I open a page in "Infrastructure and Development" section with lot of pictures, the site becomes unavailable for like 20-25 minutes.

Am I the only one or others are also facing this problem?

Is there some sort of bandwidth limit set for users?

No I mean, the page opens fine first. But afterwards the site becomes unavailable for 20-25 minutes. And I am accessing it via normal browser in laptop.

happens to me. turning on proxy fixes it.

Had some issues last night could only link youtube, facebook and dailymotion link though media tab.
