PPP decides to replace Sindh CM, says Farhatullah Babar

KARACHI: The Pakistan People’s Party on Sunday decided to make changes in the Sindh cabinet including bringing in a new chief minister.

PPP spokesperson Senator Farhatullah Babar said the decision was taken when “some senior leaders of the party today called on former President Asif Ali Zardari and PPP Chairman Bilawal Bhutto Zardari in Dubai”.

Sindh Chief Minister Syed Qaim Ali Shah was also present during the meeting.

Bilawal Bhutto Zardari is scheduled to return to Karachi in the coming week to meet provincial party leaders and MPAs before finalising changes in the Sindh cabinet.

On Saturday, CM Sindh Qaim Ali Shah along with senior PPP leader Faryal Talpur and Home Minister Sohail Anwar Siyal left the metropolis for Dubai, where PPP chairman Bilawal Bhutto-Zardari and Asif Ali Zardari are waiting for them to begin crucial deliberations.

Rangers’ raid-and-arrest powers have expired as the last extension, which was given by the provincial government for 77 days and only for the Karachi division, ended on July 19.

The PPP-led Sindh government fears that the Rangers will target its cadre if it widens the scope of their special policing powers to the whole of Sindh.

Zardari and PPP chairman Bhutto-Zardari were expected to also review the affairs of the Sindh government for which Finance Minister Murad Ali Shah had also arrived in Dubai.

Before leaving for Dubai, the CM Sindh told reporters at Karachi airport that the party leadership would “review performance of the government and set new targets for development works”.

Former interior minister Rehman Malik, former Punjab governor Latif Khosa, a few PPP leaders from Punjab and Azad Kashmir would also meet Mr Zardari and PPP chairman Bhutto-Zardari to discuss the political situation and the failure of the party in the recent Azad Kashmir elections.

KARACHI: It is time for the octogenarian Pakistan People’s Party chief minister to resign. The butt of all ‘age’ jokes on social media and known for his slips of tongue on public occasions, Qaim Ali Shah will hand in his resignation this week to make way for a much younger chief minister Murad Ali Shah, who belongs to a family of politicians and currently serves as the provincial finance minister.

The 54-year-old Murad is an alumni of the prestigious Stanford University where he received MSc degrees in economic systems and civil structure engineering. In 1986 he gained a BE Civil Engineering degree from NED University.

Murad hails from Jamshoro. From 1986 till 1990 he served as an engineer at WAPDA, port Qasim Authority and Hyderabad Development Authority.

His father, Syed Abdullah Shah was Sindh Chief Minister from 1993 till 1996 in Benazir Bhutto’s government.

Murad Ali Shah started his political career in 2002 and got elected as a Member of Sindh Assembly. In 2008, after being selected an MPA from Jamshoro, he served as finance minister in Sindh government.

However the 2013 election campaign did not bring glad tidings for Murad, as his dual citizenship became a hurdle in his participation. Sacrificing his other nationality, he partook in the general elections and once again became finance minister in the Sindh cabinet.

Apparently, the recent top level PPP huddle in Dubai became a bearer of good news for Murad as his name surfaced as the strongest candidate for the CM slot.

Despite the big shot, it might turn out to be a bumpy road for the relatively new minister due to the existing challenges to the Sindh government such as prevalence of peace in Karachi, policing powers and reach of Rangers, better governance and last but not the least saving face for the PPP.

Not the first time Qaim Ali Shah is being removed as the CM of Sindh. I remember back in late 80's he was replaced by some PPP Wadera--Qaim is a solid middle class person whose financial integrity is one of the brightest spots in the corrupt PPP cadre.
Anyway, when he was sacked in the 80's, a journalist called it "Kushta e Sharafat" (roughly, Death of Integrity). Same now. Let's hope the new CM is an effective one.
 
Syed Murad Ali Shah s/o Syed Abdullah Shah (Ex-CM). To the some sources, Syed Abudullah Shah was also charged during in PMLNs government in 1997, against his Corruption, left country for a long time. His return was allowed on humanitarian ground due to his deteriorating health only otherwise, the deceased was not proven innocent.

In my opinion, Murad Ali Shah is awarded with seat of CM which tells a lot of about PPPP's stance about how to praise people that are more controversial and corrupt. The Rangers OP in Sindh was not just about the low rate criminal but it was connected with Murad Ali Shah and Sayal's (Interior Minister of Sindh) as well. Both these personalities were involved for sheltering the criminal and corruption as well whereby the arrest of Kharl will tell more in these contexts very soon. PPPP's main goal is to bring someone into power which may soon or is facing corruption probe/involved in some sort of crime. The prime example of itself is Zardari becoming president that very neatly awarded him immunity against the mother of corruption cases and other activities.

Qaim Ali Shah was basically getting soften over stance of PPPP in favour of her corrupted members and was not able to face the pressure caused by anti-Rangers view. The strict message was delivered by LEAs to the some extent that Qaim Ali Shah went straight to top authority in PPPP while telling to do the right thing which includes unconditional extension of Rangers authority in Sindh against crimes. Indeed, the Chairman PPPP was not happy with such softening heart and as well as compromise on safety of dearly friends (mostly those who are helping for corruption) that relieved the CM from duties yet chosen Murad Ali Shah.

Murad Ali Shah itself has a strong anti-LEAs stance especially goals set by PPPP that not to favour anything which involves Military/LEAs which can result an accountability. Moreover, I think, this selection is to pose strong opposition against Rangers that Qaim Ali Shah was not able to face such pressure. Furthermore, the authenticity and credibility of this selection can be seen whereby Sharjeel Memon was also member of discussion in Dubai meeting about change of CM that himself is wanted as well as exposed as money launderer along with corruption yet seems like living on asylum abroad.

While looking at the picture and development, in my opinion, no such stance or change of authority will effect the OP in Sindh at all and the message is loud & clear that no compromise against security in every mean. However, the political situation may not be very easy to understand by many and I think, the attempts would be made to demonize Rangers but wouldn't be succeeded at all. We should also remember the last visit of Sen. MCcain to Pakistan whereby, I think, message was delivered that there is no turning back and flexibility in favour of any elite ran out or on self asylum, the Ex-President.

Seems like PPPP leadership and co-operators will try everything best to sabotage the development and stance being taken against corruption with a failed attempt of driving-people crazy but looks like will be in vain that people of Sindh have realized the importance and need of successful OP. As soon as the OP succeeds, people will know about the mega corruptions that might even force them to forget that how much is done in past. This OP itself is not based upon stand against criminals but indeed will bring in the corrupt beside a strong cleansing & accountability in Government Office which includes the Sindh Police at most being under huge influence of Political Forces.

Hope the needful will be done for better Pakistan.
