PMLN Government to Reshuffle Ministers who had no performance, & failed policies, low standards and bring in new bright lot... This is a welcome change if the PMLN government want to complete its 5 year term....Welcome Change but Last Chance of Survival for PMLN in Punjab and Pakistan overall.

PM Sharif seeks Work Reports Performance on all Ministers & Administrators

It seems that Prime Minister Nawaz Sharif has woken up to the governance issues that have been plaguing his third stint in office.

The head of government has ordered all cabinet members to prepare their own departmental performance reports, detailing all the work they have done since taking charge in June last year 2013.

In a written directive, Sharif asked ministers to prepare briefs on their ministries and departments, explaining whether they have been able to achieve certain targets that were set for them, over the past 16 months.

The ministerial progress reports, according to the orders issued by the PM’s Office, should address these basic queries: the extent to which they (the ministers) have implemented the party’s manifesto; steps taken for public welfare; a roadmap for the future; and, reforms initiated
under their leadership.

The PM has also convened a special cabinet meeting “for the review (of) all ministers and the meeting will continue until (the) completion of this exercise”.

For political input, this special sitting of the cabinet will also be attended by party chairman Raja Zafarul Haq and Secretary General Iqbal Zafar Jhagra.

The PM’s Office has already completed its own in-house performance audit. The ministerial progress reports will now be scrutinized in the light of the PM Office’s findings to establish whether ministers’ performance was up to the mark or not. This exercise, insiders say, may be followed by a cabinet reshuffle.

A PML-N minister accepted that governments can no longer hide their failures. Gone are the days when a regime’s dirty laundry was only discovered by their successors, he said.
“In this age of 24/7 media coverage, it is almost impossible to stay in power without delivering. One mistake and the media will ruin your image. We have, therefore, decided to conduct annual performance audits and come what may, those who do not perform will have to go,” the minister said.

When asked if the prime minister had made up his mind on changes in the cabinet, the minister said that the special cabinet sitting had been called for this very purpose, where the PM would decide who to axe and who to keep.

However, sceptics are asking whether this exercise will unseat Abid Sher Ali and Khawaja Asif, the state and federal ministers, respectively, of the Water and Power ministry, which has committed quite a few blunders over the past year. The young Ali is a nephew to the prime minister, while Asif is a party heavyweight.

A federal secretary confirmed they had already sent in their reports to the PM’s Office and the ball was now in the PM’s court to decide who would stay on his cabinet and who would have to go.

It will translate into nothing for only the faces will change not the policies. Nawaz is not running the government through his cabinet, he is running it all by himself and close family members. I am surprised people still have hope after testing these morons over and over and over and over again? There is nothing wrong in being optimistic, but a mistake repeated zillion times wont make it right and Pakistanis need to get this into their head somehow. "A believer is not bitten from the same hole twice"; I don't know what kind of believers are we who have not bitten twice but multiple times yet we are not only willing but actually eager to put our hands in the same hole again.
 
IK factor can't be missed . But good work Pakistan is heading toward Positive direction since IK got public support everyone is busy in getting public attention through performance ! If it is seriously implemented then it would be great!

This is like scratching testicles.. seriously look at his ministers, crook by face, crook by acts.. until there is an independent NAB like in Khyber Pukhtonkhuwa govt did, this dramay-bazi wont work and wont yield any results.

Any one realized Education Health is how much important and now allotted massive money in budget for the purpose.

IK is become too imp for Pak politics. people have realized whether they like IK or not but they want IK should stay in Politics so masses get benefits.
 
Federal recruitment policy issued on PM’s directive

ISLAMABAD: The Establishment Division under the directive of Prime Minister Nawaz Sharif on Saturday issued the recruitment policy for the federal services, autonomous bodies and corporations.

Under the Establishment Division's order of September 25, 2014 regarding lifting of ban on recruitment under the Federal Government, the policy would be applicable to Ministries, Divisions, Attached Departments, Subordinate Offices, Autonomous and Semi-Autonomous Bodies, Corporations , Companies and Authorities.

According to the policy, recruitment to posts in BPS-16 and above shall continue to be made through the Federal Public Service Commission as hitherto fore.

The initial appointment to posts which are required to be made on All-Pakistan basis shall be made under rule-14 of the Civil Servants (Appointment, Promotion & Transfer) Rules, 1973.

The Initial appointment to posts in BPS-3 to BPS-15 and equivalent in offices which are required to serve only in a particular Province/Region shall be filled by appointment of persons domiciled in the Province/Region concerned under rule-15 of the Civil Servants (Appointment, Promotion & Transfer) Rules, 1973.

Vacancies in posts in BPS-1 and BPS-2 and equivalent shall ordinarily be filled on local basis under rule-16 of the Civil Servants (Appointment, Promotion & Transfer) Rules, 1973. The initial appointment shall be made strictly in accordance with the provisions contained in the Recruitment Rules of the post concerned.

In the absence of Recruitment Rules, the Ministries, Divisions, Attached Departments, Subordinate Offices, Autonomous Bodies, Semi-Autonomous Bodies, Corporations, Companies and Authorities are first required to frame the Recruitment Rules and lay down the eligibility conditions for such appointments. No recruitment shall be made in the absence of approved Recruitment Rules.

The NOC from the Surplus Pool of Establishment Division shall continue to be obtained for all recruitment.

The vacancies in each Ministry, Division, Department, Autonomous Body, Corporation, as per the Provincial/Regional quota etc. shall be advertised through widely published national, provincial and regional newspapers.

Minimum of 15-days time limit may be given for receipt of applications.

The applicants will be required to apply on a prescribed format without being asked for copies of educational qualification etc. However, at the time of written test/interview, the candidates may be asked to bring with them original certificates/documents for satisfaction of the authority.

The Regional/Provincial quota, Women quota, Minorities (Non-Muslim) quota and Disabled Persons quota, or any other quota prescribed from time to time, should expressly and clearly be indicated against the vacant post(s) advertised.

The required qualification and age limit as provided in the Recruitment Rules, including general age relaxation, should also be clearly laid down in the advertisement.

The vacancies in posts should be filled only against the approved sanctioned strength of the said category.

The Ministries, Divisions, Departments, Attached Departments, Sub-ordinate Offices, Autonomous Bodies, Semi-Autonomous Bodies, Corporations, Authorities etc. are required to finalize the recruitment within 60 days from the date of advertisement.

The deficiency in the existing Provincial/Regional representation, if any, in the Federal Services including Autonomous/Semi-Autonomous Bodies may be adjusted, according to the policy.

The Administrative Ministries/Divisions shall ensure merit and transparency in the recruitment process at all levels.

The candidates using or attempting to use any extraneous influence at any level shall be liable to be disqualified.

Draft advertisements to be published for recruitment may be submitted to Establishment Division for routing of same to Ministry of Information, Broadcasting and National Heritage. No direct advertisements would be placed by any organization. (APP)
