PMDC registers bogus doctors

ISLAMABAD: A huge scandal of fake registration of dozens of Pakistani students who obtained medical degrees from Afghanistan, as well as Kyrgyzstan and some other former Soviet republics, in recent years has hit the Pakistan Medial & Dental Council (PMDC) headed by Dr Asim Hussain.

The scam surfaced after these students were secretly issued bogus registration certificates by its top guns with the permission to serve in any government hospital and private clinics or get jobs abroad, after all of them failed to pass the compulsory test of National Examination Board (NEB) on their return to Pakistan.

The sources said that as the FIA launched investigations into this scam it was revealed that official files containing record of these fake doctors who were given registration diplomas were now missing from the official record of PMDC. Meanwhile, the bogus registration scam took an ugly turn when surprisingly FIA inquiry officer Assistant Director Crime Circle Zafar Mahmood Sheikh, was punished and immediately removed from investigation after he found huge documentary evidences to prove as how bogus doctors were legalized by top guns of PMDC by minting money. Zafar Sheikh was removed after some top guns of PMDC used their clout to get him transferred to stop further proceedings against the accused sitting at helm of affairs.

Sources said FIA Zafar Sheikh was said to have also met Dr Asim Hussain in his office to inquire about the scam and had brought into his notice that how PMDC Registrar Major Dr Ahmed Naeedm Akbar was not cooperating with him FIA inquiry officer was said to have now recommended in his report to the DG FIA to put name of Dr Nadeem on ECL and recommend government send him on forced leave before launching a full-fledged inquiry into the racket active in the PMDC. Zafar Sheikh was punished after he gave these recommendations to his authorities.

When this correspondent contacted the recently punished FIA Inquiry officer Zafar Sheikh, he confirmed that he was assigned to probe this scam. But, Zafar Sheikh refused to give details of his explosive findings on the grounds that he was not authorised to make any comment on this case.

Talking to The News President PMDC Dr Asim Hussain, who himself runs a private medical college in Karachi where once president Asif Zardari remained under treatment during his captivity, confirmed that FIA inquiry officer Zafar Sheikh had met him to discuss scam of issuance of bogus certificates to students who did not pass NEB tests. He said he had forgotten afterwards about these investigations.

He confirmed that a racket was active in the PMDC and he had also ordered an internal inquiry. Dr Asim said he didnít knew the latest position of the case or whether FIA had completed its findings and had recommended action against Registrar PMDC

When he was told that how could he ignore such a scam in the PMDC which he himself was running as its president, Dr Asim said he would discuss the whole issue after reading the contents of FIA inquiry report. Dr Asim confirmed that he knew that at least 30 such students were given fake registration certificates by PMDC.

Meanwhile, investigations conducted by The News revealed that shocking aspect of this new scam of registering those Pakistani students, who could not pass the test required for this registration, is that the vouchers and official record of those Pakistani female and male students who passed the NEB test after graduating from the Pakistani medical colleges and were already registered with PMDD have quietly been used by the PMDC to give the whole process a legal cover.

After getting the bogus registration certificates, now these half-baked doctors are doing government service and running their own clinics. Some of them are said to have left Pakistan to get jobs abroad in the light of these bogus registration certificates issued to them with the help of PMDC

These candidates after failing to pass the PMDC test are said to have paid millions of rupees to the top guns of PMDC which is now being run by the former adviser of the Prime Minister, Dr Asim Hussain as its president. Initially, FIA had taken action on the scam but its investigators have been silenced after top guns of PMDC used their own links to stop them from further probe.

Official documents available with The News that even Pakistan ambassador to Biskhek Tanveer A Khaskheli had written to the then president PMDC Prof Dr Hasnain that Kyrgz State Medical college Academy and Osh university had informed him that documents submitted by the Pakistanis students to get PMDC registration were bogus and fake.

According to one official letter of FIA written by Hazrat Ali, Deputy Director Crime FIA in the name of Registrar PMDC, the agency was conducing an inquiry No 127/09 of FIA crime circle Rawalpindi illegal registration of doctors on fake/forged/degrees/diploma/certificates etc.

The FIA letter said this agency had initiated an inquiry into the alleged registration of doctors on fake/forged/degree/diploma. It said that to proceed further and to reach to logical conclusion PMDC was requested to provide complete record/file of following doctors.

Initially the names of following doctors who returned from Afghanistan and Central Asian States were mentioned in FIA letter and their files were sought but PMDC refused to give files on the grounds that these were missing from the official record, but in FIA inquiry the numbers of such fake doctors raised to 30.

Dr Shafif Ahmed son of Abdul Haleem Eligibiilty certificate no 3448 dated April 4, 2009; Dr Jehangir Khan son of Adam Khan, EC No 3449 on April 4, 2009; Dr Said Wali son of Abdul Hakim, NEB exam roll no 091720 May 2009; Dr Syed Salauddin son of Syed Fazal Wahid EC no 3451 dated April 22, 2009; Dr Syed Naseemudin SON OF Syed Fazal Wahid EC No 3452 on April 22, 2009. dR Ikram ullah son of Faiz Talib Khan NEB examination roll no 091110 held in May 2009; Dr Sakhi Jan son of Ahmed Zia Khan, Dr Rehmanullah son of Anaullah; Dr Abrar ullah son of Mohammad Taj, Dr Malik Asad son of Tahir Husain.

FIA also sought attested photo copy of eligibility certificates no 3409 dated Feb 23, 2009. Attested copy of letter no 7587/RMC/RWP dated November 13, 2008.

Yet again another example of our rich, "educated" upper middle class exploiting its way through the system. No conscience, no moral standards, no ethical standards, none whatsoever.

Here again, the high ups in PMDC were caught in glaring corruption. What did they do? They pushed their way through the corridors of power and got the IO transferred. Yet another honest officer became a victim; not because the politicians made it happen but because our technocrat class made it happen. Our masses have been taught to abhor the political class and embrace the technocrat class. The technocrat class will chew your bones if they are given the chance.
 
These Doctors, these flthy rich educated class of Pakistan, these Pharmaceutical companies, these corporate organizations, these food production industries, these Madrasa institutes, these politicians, these lawyers, these secularists, these hypocrite mullahs - in fact wherever you point your finger, you'll get majority of crooks in command and in operations of any department of Pakistani system.

We need hell of a overhauling, from the top most to the bottom most.

ISLAMABAD: The Pakistan Medical and Dental Council (PMDC) on Sunday clarified the news items published in the ‘Jang’ and ‘The News’ regarding the fake registration of the doctors through a press release and submitted the following points.

1.The Daily News and Daily Jang on 4th June and Daily News on 5th June 2010, unfortunately, carried a story regarding alleged fake registration of doctors, which is tainted with half truth, distortion, selective and out of context references, partisan angle and targeted insinuations, distinctly bearing partisan angle to protect the real culprits against whom the present management of PMDC is proceeding in accordance with law and justice. Those elements which are involved in the wrongdoing in the past, in order to escape the due process of law and accountability, are crying foul.

2. The fact of the matter is that the present council and its management is fully seized with this matter as well as other gross, legal, financial and administrative irregularities, pointed out by the Commission of Inquiry whose report was authored by an honourable serving judge of Sindh High Court, and the council has already taken action against the culprits who had been tampering with related official documents and was guilty of receiving bribe for fake and bogus registration while the process of accountability against other defaulters was in progress.

3. In the news story, the issue of eligibility and the issue of registration appear to have been deliberately mixed up so as to make it appear that all of them have been issued licences by MPDC to practice. Since inception of NEB test in 1998, 3,967 eligibility certificates have been issued by PMDC before the receipt of verification from the respective foreign medical and dental institutions through our embassies. It has been the practice in vogue, that when a foreign qualified individual submits his degrees/certificates as a candidate of NEB test, he is routinely issued the eligibility papers to appear in the examination. Meanwhile, his degrees/certificates are sent to the respective Pakistan embassy to seek verification from the institution concerned. In the light of the discoveries made about the fake documents, it was made mandatory by the present management to obtain verification through the respective embassies before issuing eligibility for appearing in NEB test. But the Lahore High Court recently ordered PMDC to grant eligibility and allow appearance in the NEB test without verification as was done in the past. Unless an officer is known to have issued eligibility despite the fact that he is in the knowledge that the particular individual has produced fake/bogus documents, he has done no wrong nor he can be held accountable. The nine individuals mentioned in the papers Shafiq Ahmad s/o Abdul Haleem, Jahangir Khan s/o Adam Khan, Said Wali s/o Abdul Hakim, Syed Salahuddin s/o Syed Fazal Wahid, Ikram ullah s/o Faiz Talib Khan, Sakhi Jan s/o Ahmad Zia Khan, Rehman ullah s/o Anamullah, Abrarullah s/o Muhammad Taj, Malik Asad s/o Tahir Hussain issued eligibility certificates, have intentionally been decorated with the phrase doctor before their names so as to make the story look much bigger and more scandalous. Whereas in actual fact the eligibility certificate to appear in the NEB examination does not confer any such qualification nor does it carry any recognition from PMDC for practice. These persons were issued eligibility before the receipt of negative verification in keeping with the approved and in vogue practice and this does not constitute any wrongdoing. However, as soon as the bogus credentials of these individuals came to light, their eligibility was cancelled and they would never be allowed to take the examination.

4. On the lines of the issue of eligibility, it has been the practice since 1990s that if a candidate qualifies the NEB test, he is issued provisional registration even when the verification is not received by PMDC and three thousand two hundred and twenty seven medical practitioners and thirty seven dental practitioners after clearing the NEB examinations have been registered by this principle. When they were issued registration on qualifying NEB test, their verification was in the pipeline. There is no evidence that the officer who issued the registration was in the knowledge that the documents submitted by these individuals were fake and bogus. However, as soon as it came to the knowledge of PMDC management that the documents submitted by these individuals were fake/bogus, there registration was cancelled by the registrar. Not only that, in order to protect the interest of the public, a paid notice was placed in an English daily (Not The News) on 16th April 2010 and in the daily The News on 23rd April 2010 to inform the public that there registration had been cancelled. So the notion, as reported in the story, that they are still eligible to practice is factually incorrect. It is also an important fact that PMDC had already taken action and the claim of the correspondent to have unearthed a big scandal are laid to rest by the dates of these public notices.

5. Dr Asim Hussain, who was unanimously elected as Vice President of the council on 12th March 2009 and due to the temporary absence of the president of the council, is holding current charge as acting president since 29th March 2010. Dr Asim Hussain in pursuance of the resolution of the council and in performance of his official duties has ordered an inquiry against a senior officer of PMDC on the charges of gross and serious legal, financial and administrative irregularities as well as abuse of power and misuse of official property. The brother-in-law of the accused officer is holding an influential and senior position of Director in FIA in Islamabad and is reportedly involved in manipulation to protect this officer and other lower staff who are his partners in all misdeeds. By mustering up the support of his brother-in-law in the FIA, he is trying to deflect responsibility to get innocent employees of the council falsely implicated. The entire staff of PMDC Secretariat is witness to the fact that Assistant Director FIA Sheikh Zafar Mehmood was visiting the office of this officer to seek instructions almost on daily basis. Dr Asim Hussain is being maligned to deter him from proceeding against the culprits. Dr Asim Hussain had alluded to the racket, which is actively operating under the patronage of this senior officer of PMDC and which is desperately trying to escape the due process of law and accountability. It is, most ironic and unfortunate that through dishonest and motivated reporting, Dr Asim Hussain is being portrayed as permanent head of PMDC, while the mention of permanent incumbent president has been deliberately omitted. It is denied that Sheikh Zafar Mehmood ever reported to the Vice President that Dr Ahmad Nadeem Akber was not cooperating with him and to target him on that ground is malicious and mala fide.

6. No inquiry from FIA has been received by the PMDC as has been told in the news story. However it is pointed out that Shiekh Zafar was busy with his own agenda of mudslinging on the top brass of PMDC with mala fide and mischievous intentions and he could not pay any attention to the genesis of the letter of the ambassador, which was that the embassy in Bishkik had been informing about fake cases since 2003 but no action was taken by then authorities of PMDC. These cases pertain to the time long before the incumbent registrar or the president. It was the letter of the Ambassador of Pakistan to Bishkek received by the registrar on 5th January 2009, which resulted in prompt action of show cause notices and cancellation of registrations and eligibilities. Various other cases have come to the knowledge of the PMDC since then and are being dealt with swiftly and strictly as per law and registrations and eligibilities have been cancelled.

7. PMDC is following a transparent system and has improved the standard of the National Examination Board considerably and has ensured involvement of a reputed public medical university so that the secrecy of papers and question banks may be in professional hands.

8. As is evident from the public notices in an English daily on 16th April 2010 and in the daily News on 23rd April 2010 that PMDC took actions which were in its purview and referred the cases of the persons having fake degrees to FIA to proceed against them for this offence.

Rauf Klasra adds: The half-cooked rejoinder sent by the PMDC is itself full of contradictions as on the one hand it claimed to have not given any registration to any doctors with bogus degrees and on other hand it is saying it had cancelled such registrations once they came to know.

The PMDC has also confirmed major portions of my stories, so I don’t know whether this laughable clarification is a sort of confirmation of my story or an attempt to deny the facts. This correspondent is in possession of huge documentary evidences to prove as how even fake registration were issued to many doctors, who otherwise did not qualify the registration after failing in the NEB tests. The full names of such persons along with details of fraud would also be printed in the days in my coming stories on the same subject, which need focus because of the sensitivities involved.

Secondly, in a laughable move, now the top guns of the PMDC are trying to deliberately lessen the importance of two explosive inquiries of the FIA conducted into this scam, which confirmed the frauds committed by top guns of the PMDC. This was Dr Asim Hussain, who used his political clout to get the inquiry officer removed and got him posted at FIA headquarters.

Two inquiry reports of FIA into frauds committed at the PMDC also carried huge evidences available with this correspondent. One also wonders how Dr Asim Hussain could, who is owner of a private medical college in Karachi, manage to capture the top slot of president (even if acting) of a body, which is supposed to regularise such private colleges. Is it not a clash of interests and an attempt to run the PMDC according to wishes of private medical colleges whose mushroom growth and scams in the past had ruined future of hundreds of students? This correspondent stands by his story and would also carry more stories on the same subject in the light of the available official documents.

ISLAMABAD: The scam of issuing bogus eligibility and fake registration to medical doctors who claimed to have got their degrees from Universities of Kabul and Central Asian States took a dramatic turn on Tuesday when Anti-Corruption Department Rawalpindi arrested PMDC Assistant Registrar Mohammad Bashir on charges of having a major role in the whole scandal.

The PMDC official, who has been arrested from the office parking lot, is now being probed by Anti-Corruption Department as he is also facing a serious charge of issuing a fake registration to a head nurse of a Rawalpindi hospital who declared herself as doctor as she produced a medical degree of Kabul University.

Apart from these charges, the PMDC official is also being investigated for disappearing official files containing record of such fake doctors who were issued bogus medical registration certificates.

The FIA is already investigating into the case relating to 20 medical students who got registration on fake degrees from the universities of Kabul and Central Asian states.The Anti-Corruption team has obtained a three-day physical remand of Bashir.

An FIA inquiry report penned by Assistant Director Zafar Sheikh has already recommended the PPP government to put the name of Registrar PMDC Dr Nadeem Akbar on the exit control list before sending him on a forced leave.

Talking to The News, Anti-Corruption Inspector Asif Bhatti confirmed that he had already got three days physical remand of Mr Bashir after getting convinced that huge evidence was available to put him on trial for playing a role in the fake registration scam of PMDC.

Earlier, sources said, during the course of investigation, it was revealed that three real brothers working in Rawalpindi were found to be acting as doctors after they had produced fake registration signed by Assistant Registrar Mr Bashir. These real brothers had got these degrees from Kabul University.

Two brothers Dr Saluddin and Dr Nasiruddin were arrested on charges of getting registration from the PMDC against their fake degrees and they were still in jail. When their degrees were checked, it was revealed that their provisional registration bore the signatures of Assistant Registrar Mr Bashir. Likewise, it was also revealed that a head nurse was also declared a doctor with the signature of Mr Bashir. The head nurse had claimed to get the degree from Kabul University.

Meanwhile, Anti-Corruption Inspector Asif Bhatti told The News that the official record of PMDC about the whereabouts of the medical doctors to determine the status of their degrees, eligibility and registration was also missing. He said actually case of bogus registration was unearthed when two brothers were arrested from a Rawalpindi hospital. Mr Asif said in addition to the two brothers it was alleged that eleven such other doctors were also issued bogus registration and out of which even the degrees of certain doctors turned out to be fake. Inspector Asif said that Mr Bashir was arrested after properly holding an inquiry.

He said Mr Bashir was in charge of PMDC section from where official files about doctors had gone missing. When asked about the point of view of the accused Mr Bashir in his custody, Mr Asif said, the accused had claimed that an internal inquiry into the missing of record had found two of his juniors responsible for missing of the official record of the doctors. But, Inspector Asif said, in such cases it was a normal practice for the top guns of any department to make their junior officers scapegoat to save their skins.

After finding degrees of 31 ‘doctors’ and ‘dentists’ to be fake during verification over last one month, the Pakistan Medical and Dental Council (PMDC) has tracked down seven more individuals, including a woman, practising medicine in the country with fake or forged registration certificates. Ironically, some of them are serving in government-run health facilities.

Having struck names of these fake or forged degree-holders off the list of registered medical practitioners, the council has recommended strict action, which may be fine, imprisonment or both under the PMDC Ordinance 1962, by the executive district officers concerned against them.

Since its foundation in 1962, the PMDC has a proper department where those wanting to practice medicine and dentistry in the country submit their degrees and certificates for verification. Once the degrees are verified, the council formally allows doctors and dentists to practice.

In September 2009, the PMDC moved beyond its role of verifying degrees on receipt. In a bid to ensure lawful practice of medicine and dentistry, it wrote to the heads of the country’s all public and private healthcare facilities to send copies of the degrees and PMDC registration certificates of the doctors and dentists working under them for free verification.

A special ‘Central Verification Unit’ was also put in place to check genuineness of the medical and dental practitioners’ credentials submitted. And as the degrees and registration certificates began coming in though very late, the unit got functional and commenced scrutiny of the documents received.

In the process, the unit found many degrees and PMDC registration certificates to be fake or forged, prompting cancellation of their holders’ registration.

On April 23, names of five fake doctors including Qamar Elahi (Punjab), Ashraf Javed (Punjab), Muhammad Sikandar Hayat (Punjab), Kareem Bukhsh (Khyber-Pakhtunkhwa) and Muhammad Aslam (Khyber-Pakhtunkhwa) were removed from the PMDC register, while on June 7, registration of 26 more individuals was cancelled for their being in possession of foreign medical and dental degrees, mostly from Kyrgyzstan. Among these were Syed Kamal Raza (fake MD degree from Russia), Noman Gul (fake MD degree from Kyrgyz Republic), Nusrat Fatima (fake MD degree from Kyrgyz Republic), Jahanzeb (fake MD degree from Afghanistan), Navid Ahmad (fake MD degree from Kyrgyzstan), Shanul Haq (fake MD degree from Philippines), Adnan Aurangzeb (fake MD degree from Kazakhstan), Gul Nawaz Khan (fake MD degree from Kyrgyzstan), Mumtaz Shaukat (fake MD degree from Kyrgyzstan), Farooq Saleem Khan (without certificates), Sajad Ahmad (fake MD degree from Kyrgyzstan), Jamshed Sikandar (fake degree of sub course of medicine from Osh State University), Robina Anwar Shah (fake MD degree from Kyrgyzstan), Omar Jalal (fake MD degree from Russia), Faisal Shah (fake MD degree from Kyrgyzstan), Iftikhar Ahmad (fake MD degree from Kyrgyz Republic), Muhammad Zubair (fake MD degree from Afghanistan), Abdullah (fake MD degree from Kyrgyzstan), Muhammad Ishtiaq Saburi (fake MD degree from Kyrgyzstan), Noor Muhammad Khan (fake MD degree from Kyrgyzstan), Islam Khan (fake MD degree from Afghanistan), Shagufta Ambreen (fake MD degree from Kyrgyz Republic), Saghir Almas (fake MD degree from Kyrgyzstan), Rehan Israr (fake MD degree from Kyrgyzstan), Muhammad Awais (fake MD degree from Kyrgyzstan) and Muhammad Imran Aslam (fake MD degree from Kyrgyz Republic).

There followed a request by the council to Federal Investigation Agency for investigation against these fake doctors and dentists, who claimed to have obtained degrees between 2000 and 2006.

And now during the verification of the degrees sent in by the government’s health facilities and EDOs, the PMDC has found seven individuals practising medicine at private and government facilities while using either fake registration certificates or those issued to legal medical practitioners.

Documents available with this scribe show that the PMDC registration certificates of the following individuals are fake or forged: Nasir Mahmood s/o Muhammad Siddique of Wazirabad (Gujrat) (No 18586-S) currently working in Narowal; Iqtidar Hussain s/o Imdad Hussain of Orangi Town, Karachi (No 17603-S) currently working at a private hospital; Bibi Hajira d/o Bahader Sher of Bagh-e-Aram, Mardan (7642-N) currently working at People’s Primary Health Care Initiative’s District Support Unit Mardan; Zulqarnain Jahangir s/o Muhammad Jahanagir Gulshan-e-Iqbal, Rahim Yar Khan, (No 52346-P) currently working at Sheikh Zayed Hospital, Rahim Yar Khan; Anjum Zia s/o Ziuddin Warraich of Golarchi, Badin, (No 68979-5) currently running a private clinic in Golarchi, and Aamir Ali Siddiqui (No 34487-S) and Tariq Zaheer (No 28944-S) both working at Punjab Rural Support Programme’s District Support Unit, Pakpattan Sharif. The council has asked the EDOs concerned for appropriate legal action against the fake doctors identified.

Besides these cases, 42 doctors and dentists with suspicious degrees and registration certificates have also been found out. They have been asked by the council to re-submit attested copies of their documents along with two pictures for verification.

Registration numbers of the said doctors and dentists, whose names are not available, are 14927-N, 15575-N, 15661-N, 15724-N, 15751-N, 15865-N, 15868-N, 15918-N, 15940-N, 15948-N, 15988-N, 15387-N, 15412-N, 15422-N, 15438-N, 15440-N, 15441-N, 15445-N, 15446-N, 15447-N, 15448-N, 15449-N, 15452-N, 15560-N, 15491-N, 15493-N, 9033-D, 13075-N, 13115-N, 13125-N, 13144-N, 13357-N, 13432-N, 13451-N, 13456-N, 13476-N, 12095-N, 12287-N, 12310-N, 12332-N, 12332-N and 52003-P.

It is also learnt that the PMDC has developed an online degree registration system, which, according to an official, will help people know if doctors or dentists they consult are genuine and licensed and thus, checking quackery.
 
The inquiry officer's requirement of putting the retired army official {son of a former federal secretary, mother being principal of a girls college in islamabad} on ECL was absolutely genuine. The alleged corrupt official, a former known pethidine addict in the military, holds the US nationality, maintains two wives across the atlantic at exorbitant costs, and MAINTAINS A STRATEGIC STAKE in more than a dozen of the more than 60 medical colleges recognized during his tenure. Also his assets in billions of rupees in offshore bank accounts shall probably never be uncovered. This is historically another Mr 10% who comes unfortunately from a military background.:toast_sign:
 
What to talk of Dr Asim, even the PMDC REGISTRAR Dr Ahmed Nadeem Akbar runs a Medical College that is on the name of one of his nephews. Moreover, Dr Maj retired Ahmed Nadeem Akbar was medically boarded out from the Pakistan Army since he was diagnosed as a case of schizophrenia, a fact that can be verified from his colleagues in the Army. Now we have this schizophrenic running running all cladestine issues in the elite institution like PMDC. I dont understand why PMA does not object to dubious character running the billions ruppee scams in the PMDC. In 2010 he unjustly tampered with an inspection report of NIMS College of Medicine and the institution that refused to pay him half a million dollars worth of kickbacks to this dual national from his second US wife. The matter has been taken up by the NIMS administration to the court and institutions like tranparency international shall be closely watching the proceedings of the court since after all the audio and video proofs of this shmuck are provided to the court, he should be immediately kicked to the Adiala Jail.
 
I think there is no use to cry over spilt milk. The simple method of prevention is to strengthen the check and balance system before leaving of these students to Kyrgyzstan. There must be a test for students who want to get admission in any other country as they have for students in Pakistan. Govt. should ban the universities from where they are receiving fake degrees.
 
PMDC registers bogus doctors

ISLAMABAD: A huge scandal of fake registration of dozens of Pakistani students who obtained medical degrees from Afghanistan, as well as Kyrgyzstan and some other former Soviet republics, in recent years has hit the Pakistan Medial & Dental Council (PMDC) headed by Dr Asim Hussain.

The scam surfaced after these students were secretly issued bogus registration certificates by its top guns with the permission to serve in any government hospital and private clinics or get jobs abroad, after all of them failed to pass the compulsory test of National Examination Board (NEB) on their return to Pakistan.

The sources said that as the FIA launched investigations into this scam it was revealed that official files containing record of these fake doctors who were given registration diplomas were now missing from the official record of PMDC. Meanwhile, the bogus registration scam took an ugly turn when surprisingly FIA inquiry officer Assistant Director Crime Circle Zafar Mahmood Sheikh, was punished and immediately removed from investigation after he found huge documentary evidences to prove as how bogus doctors were legalized by top guns of PMDC by minting money. Zafar Sheikh was removed after some top guns of PMDC used their clout to get him transferred to stop further proceedings against the accused sitting at helm of affairs.

Sources said FIA Zafar Sheikh was said to have also met Dr Asim Hussain in his office to inquire about the scam and had brought into his notice that how PMDC Registrar Major Dr Ahmed Naeedm Akbar was not cooperating with him FIA inquiry officer was said to have now recommended in his report to the DG FIA to put name of Dr Nadeem on ECL and recommend government send him on forced leave before launching a full-fledged inquiry into the racket active in the PMDC. Zafar Sheikh was punished after he gave these recommendations to his authorities.

When this correspondent contacted the recently punished FIA Inquiry officer Zafar Sheikh, he confirmed that he was assigned to probe this scam. But, Zafar Sheikh refused to give details of his explosive findings on the grounds that he was not authorised to make any comment on this case.

Talking to The News President PMDC Dr Asim Hussain, who himself runs a private medical college in Karachi where once president Asif Zardari remained under treatment during his captivity, confirmed that FIA inquiry officer Zafar Sheikh had met him to discuss scam of issuance of bogus certificates to students who did not pass NEB tests. He said he had forgotten afterwards about these investigations.

He confirmed that a racket was active in the PMDC and he had also ordered an internal inquiry. Dr Asim said he didnít knew the latest position of the case or whether FIA had completed its findings and had recommended action against Registrar PMDC

When he was told that how could he ignore such a scam in the PMDC which he himself was running as its president, Dr Asim said he would discuss the whole issue after reading the contents of FIA inquiry report. Dr Asim confirmed that he knew that at least 30 such students were given fake registration certificates by PMDC.

Meanwhile, investigations conducted by The News revealed that shocking aspect of this new scam of registering those Pakistani students, who could not pass the test required for this registration, is that the vouchers and official record of those Pakistani female and male students who passed the NEB test after graduating from the Pakistani medical colleges and were already registered with PMDD have quietly been used by the PMDC to give the whole process a legal cover.

After getting the bogus registration certificates, now these half-baked doctors are doing government service and running their own clinics. Some of them are said to have left Pakistan to get jobs abroad in the light of these bogus registration certificates issued to them with the help of PMDC

These candidates after failing to pass the PMDC test are said to have paid millions of rupees to the top guns of PMDC which is now being run by the former adviser of the Prime Minister, Dr Asim Hussain as its president. Initially, FIA had taken action on the scam but its investigators have been silenced after top guns of PMDC used their own links to stop them from further probe.

Official documents available with The News that even Pakistan ambassador to Biskhek Tanveer A Khaskheli had written to the then president PMDC Prof Dr Hasnain that Kyrgz State Medical college Academy and Osh university had informed him that documents submitted by the Pakistanis students to get PMDC registration were bogus and fake.

According to one official letter of FIA written by Hazrat Ali, Deputy Director Crime FIA in the name of Registrar PMDC, the agency was conducing an inquiry No 127/09 of FIA crime circle Rawalpindi illegal registration of doctors on fake/forged/degrees/diploma/certificates etc.


The FIA letter said this agency had initiated an inquiry into the alleged registration of doctors on fake/forged/degree/diploma. It said that to proceed further and to reach to logical conclusion PMDC was requested to provide complete record/file of following doctors.

Initially the names of following doctors who returned from Afghanistan and Central Asian States were mentioned in FIA letter and their files were sought but PMDC refused to give files on the grounds that these were missing from the official record, but in FIA inquiry the numbers of such fake doctors raised to 30.

Dr Shafif Ahmed son of Abdul Haleem Eligibiilty certificate no 3448 dated April 4, 2009; Dr Jehangir Khan son of Adam Khan, EC No 3449 on April 4, 2009; Dr Said Wali son of Abdul Hakim, NEB exam roll no 091720 May 2009; Dr Syed Salauddin son of Syed Fazal Wahid EC no 3451 dated April 22, 2009; Dr Syed Naseemudin SON OF Syed Fazal Wahid EC No 3452 on April 22, 2009. dR Ikram ullah son of Faiz Talib Khan NEB examination roll no 091110 held in May 2009; Dr Sakhi Jan son of Ahmed Zia Khan, Dr Rehmanullah son of Anaullah; Dr Abrar ullah son of Mohammad Taj, Dr Malik Asad son of Tahir Husain.

FIA also sought attested photo copy of eligibility certificates no 3409 dated Feb 23, 2009. Attested copy of letter no 7587/RMC/RWP dated November 13, 2008.

Here again, the high ups in PMDC were caught in glaring corruption. What did they do? They pushed their way through the corridors of power and got the IO transferred. Yet another honest officer became a victim; not because the politicians made it happen but because our technocrat class made it happen. What to talk of Dr Asim, even the PMDC REGISTRAR Dr Ahmed Nadeem Akbar runs a Medical College that is on the name of one of his nephews. Moreover, Dr Maj retired Ahmed Nadeem Akbar was medically boarded out from the Pakistan Army since he was diagnosed as a case of schizophrenia, a fact that can be verified from his colleagues in the Army. Now we have this schizophrenic running running all cladestine issues in the elite institution like PMDC. I dont understand why PMA does not object to dubious character running the billions ruppee scams in the PMDC. In 2010 he unjustly tampered with an inspection report of NIMS College of Medicine and the institution that refused to pay him half a million dollars worth of kickbacks to this dual national from his second US wife. all the stories about my personal life are figments of a twisted mind which requires tratment and i was one of the most decorated officers in the army with outstanding service for my contry
the malicious reports against me went uptill supreme court of pakistan which cleared me from all blame and i thank all might Allah for this vindication
i am still the Registrar of PM&DC and will continue my jihad against fake doctors
