Peshawar BRT: A Comedy of Errors?

There is a standard procedure, world over, before any project is initiated –well, unless you are building a sand castle. First, an idea or concept is outlined, then a pre-construction planning document is prepared, also known as the PC-1. This usually is a thick tome of papers that define the building methodology to guide the construction. Finally, once all paperwork is exhausted, the on groundwork begins.

But the Peshawar’s first Rapid-Bus-Transit (BRT) line is unique. Its planners never felt the need to draw up a PC-1. Which is why soon after construction began, it ran into troubles. Troubles that could have been avoided with a simple paper blueprint. For example, work on the Hashtnagri area of the Grand Trunk Road had to be halted, mid-way. Why? Because the BRT track would have blocked five U-turns that led from Gulbahar to the Sikander Pur neighbourhood of Peshawar, and essentially block access to the Arbab Sikandar Khan flyover that connects the two areas. Hence, after much scratching of the heads, the planners were forced to return to the drawing board. Days later, it was decided to build a flyover parallel to the Arbab Sikandar Khan to accommodate the bus track.

At another site, near Peshawar’s Firdous Cinema, the BRT team was ferociously digging up a long underpass, when it realised that the undergoing work was putting the Shahi Katha, a 150-year-old drainage system, at risk of overflowing and flooding nearby areas. Work came to a screeching halt. The trenches were quickly filled up again. For those who don’t know, the Shahi Katha was built during the reign of Maharaja Ranjit Singh. Its network of sewers is spread over ten kilometres and it is to this day the main sewage line of the city. Every child in Peshawar has heard of or read about the historical importance of this ancient drainage system. Except, it seems, for the far-sighted officials, who are now deliberating on whether to entirely take apart the drains and continue building or to keep their track at ground level?

Now onto the Malik Saad Flyover near the Khyber Pakhtunkhwa assembly. This project has a sad history. It was initiated under the Muttahida Majlis-i-Amal (MMA) in 2002. They could not complete it in their five-year tenure. Next, in power, was the Awami National Party (ANP), which could also not finish the project. Finally, the Pakistan Tehreek-e-Insaaf-led provincial government took three years and got the job done. But now that newly constructed bridge might be demolished again, to make way for the bus route.

There are several such moments of incredulity or comedy of errors. An underpass was completed near the Aman Chowk. But just before the finishing touches could be laid, they realised that the underpass did not have required height to let a bus pass through.

Poor planning is evident for this Rs49 billion project. One day it is decided to erect a bus station at the Karkhano Market. The next day that decision is scrapped. Last year, the provincial government spent Rs. 2 billion to beautify the GT road, which is now in ruins due to the BRT work.

Chief Minister Pervaiz Khattak had hoped to open Peshawar’s Bus-Rapid-Transit line by April, before the national elections. But there seems to be no clear verdict on when he will cut the ribbon.

Actually the points mentioned in the report are true. I live in the area and we could see they had failed to check these issues before. Now they are managing it but it is causing delays. Anyway about 70% work has already been done, we hope it gets completed in time. Otherwise we are going to be roasted in traffic jams in summer literally

Unfortunately the project of this scale is bound to cause excessive delays, I do hope it gets completed on a timely scale.

“We have been told to remove the surface pavement carefully so that the bridge’s girders are not damaged and can be used again,” the sub-contractor said.

While BRT buses would use the existing Malik Saad Shaheed flyover, another flyover and a corridor would be built for mixed traffic.

PESHAWAR: An increase of 2.5 billion rupees in cost of Peshawar Bus Rapid Transit is expected due to over a dozen changes introduced in design of the project.


According to Peshawar Development Authority (PDA) sources, major changes in design of the project have been introduced which will increase the cost of the project by Rs2.5 billion.

Nine major changes have been introduced in three sections which include construction of underground station at Aman Chowk and construction of new flyover with Arbab Skindar Khan Khalil Flyover for BRT.

Meanwhile, it has been decided to keep a passage way for airport near CSD in Section II and bus stop opposite to FG School has been shifted to Aman Chowk.

It has also been decided to pass the bus via flyover in Tatara Park and Tehkal so that the flow of traffic should not be affected.

An increase of 2.5 billion rupees was expected due to changes brought in project for bringing betterment in it.

However, Director General (DG) PDA, Israr ul Haq insisted that the changes brought in the project for its betterment would not affect cost of project and it will be completed at cost of earlier allocated amount of Rs49 billion.

He said that we want to complete the project at earlier but don’t want any hitch in the project in haste.

Those buses are known as Feeder buses which are already running in Lahore and Multan which takes people to the nearest Metro Stations

Each ticket of the Lahore Metro Bus Service costs the provincial government Rs43.86 in subsidy and total grant under this head in the last four years comes to around Rs2.07 billion, responded Chaudhy Sher Ali. He said 472 million people travelled by the bus, with daily average ranging between 119,000 (2015) and 129,000 (2016). During the last year (2015-16) around Rs40 million were spent on electricity bills and Rs29 million on diesel for generators.

Under Punjab’s suggested formula, the federal government would have to pay around Rs1.4 billion of the total Rs2.4 billion annual subsidies calculated for the first financial year. The Punjab government, however, would have to pay less than Rs1 billion.

If Rs20 is charged per trip on the train, the yearly operational subsidy will be Rs14 billion, which is almost equal to the combined annual budget of five largest hospitals of Lahore -- Mayo, Services, Jinnah, General and Sheikh Zayed 2015-16 budget was Rs15.6 billion. Development budget 2015-16 of all of Punjab for water supply and sanitation is Rs24 billion, education Rs55.5 billion and health Rs30.7 billion.
The Orange train will serve only 2.2pc of Lahore’s transport needs and 0.2pc transport needs of the people of Punjab who will pay for it: about 60pc of daily commuters walk or use bicycles.

If KPK government will not give the subsidy then the Ticket price would be 60 rupees for 1 way trip of 25-27 KM

Despite Pakistan Tehreek-e-Insaf (PTI) chairperson Imran Khan’s criticism on foreign loans taken by the federal government, the PTI led Khyber-Pakhtunkhwa (K-P) government has agreed to a deal where they will be paying Rs15 billion in interest alone.

The Asian Development Bank and the K-P government have signed an agreement, for the former to release a loan of Rs35 billion – to be paid off over a 20 year period – for building a Bus Rapid Transit (BRT) system in Peshawar.

The total amount needed for the BRT comes to over Rs61.8 billion and the project will be inaugurated on 19th of October.

What will be ticket price if no subsidy is given?
