Pakistan MSA and Pakistan Coast Guards

From what I read both agencies have a similar mandate, wouldn’t it be more effective to just merge them into one all encompassing armed force ?

I have strongly advocated this argument time to time and continue to do so. It's legit and a balanced approach to merge MSA & Coast Guards into one unified force working in conjunction with Navy. However, Army don't want it to happen. Why? Apparently they are not interested in giving up their part to anyother force.

Coast Guards don’t have any boats and comes under Ministry of Interior. It’s mandate purely limited to land. Just badly named. Very different roles from MSA.

Then just give it to the Marines. Such bureaucracy always reduces effectiveness of any force.
