Pakistan Customs Equipped to Deter Illicit Trafficking of Nuclear and other Radioactive Material

ISLAMABAD: Pakistan Nuclear Regulatory Authority (PNRA) conducted a three day training programme for use and handling of equipment for detection of radioactive sources and nuclear material during cross border trade.

The training programme was conducted for Customs officials at Torkham, Peshawar from 4-6 November, 2008. Radiation detection equipment was also handed over to Model Customs Collectorate (MCC) Peshawar. Custom officials will use this equipment to scan all consignments moving across Torkham check post at Pak-Afghan border.

Under this program an expert team of PNRA imparts training to the Customs officials posted at our international borders. The programme includes lectures and hands-on training of radiation detection equipment and response to radiation alarms. Such training was earlier imparted to customs officials at Sost check-post at Pak-China borders. This activity is important in the context that the world today is facing an increasing threat of illicit trafficking of nuclear and other radioactive material through international trade. The likely presence of the radioactive sources in the metal scrap and old machinery and its potential recycling is an added concern as it may pose a threat of continuous radiation exposure to general public. Incidents of illicit trafficking of radioactive material have been reported in the press in some countries.

Pakistan has already embarked on a comprehensive plan to secure its international borders against the threat of illicit trafficking of nuclear and other radioactive materials. A major step in this direction was taken earlier when Federal Board of Revenue (FBR) and Pakistan Nuclear Regulatory Authority (PNRA) signed a Memorandum of Understanding (MoU), whereby Pakistan Customs is to monitor international borders of Pakistan through the trainings and detection equipment provided by the PNRA. Both organizations have chalked out a comprehensive training program for Customs officials, who will be placed at major entry/exit points of the country. This is a substantial achievement on the part of PNRA and Pakistan Customs, who have taken practical measures to ensure the safety and security, not only of its own people but the world at large.
