PATNA: After his recent visit to Bhutan, Bihar chief minister Nitish Kumar will undertake a 'goodwill' tour of China from June 12.

Official sources said that during his stay in China Kumar would visit power plants, besides looking into its agriculture and irrigation systems.

Kumar would also inaugurate a seminar 'Budhhism : Mapping Asia's History and Culture' in Beijing on June 18 and attend a programme to be hosted in his honour by Indian origin citizens in Shanghai. He would also visit Sandong and take a trip to the Great Wall of China, the sources said.

China, the sources said, had been impressed by the rapid economic development of Bihar and has shown keen interest in making investments here.

Chinese Ambassador to India Zhang Yan during his visit to Bihar in January had praised Kumar for his efforts and announced cooperation with the state in developing agriculture and industrial infrastructure and reconstruct the ancient Nalanda University as part of the China-India Exchange this year.

Consul General of China in Kolkata Zhang Lizhong too was expected to lead a Chinese delegation to Bihar to boost trade and industrial tie-ups, the sources said.

Kumar will head a delegation comprising state water resource minister Vijay Kumar Choudhary, tourism minister Sunil Kumar Pintoo, development commissioner KC Saha. He will leave for New Delhi on June 12 from where he would take off for China, the sources said.

Last month, the chief minister had gone on week-long tour to Bhutan to hold power-sharing talks.

not completely false but nitish has been a good cm in comparison to other previous cms of bihar. people like nitish kumar,narendra modi and naveen patnayak have done considerable job for their respective states. note they have something in common :p

The economy of Bihar is largely service oriented, but it also has a significant agricultural base. The state also has a small industrial sector. As of 2008, agriculture accounted for 35%, industry 9% and service 55% of the economy of the state. Among all the sector, manufacturing sector performed very poorly in the state between 2002–2006, with an average growth rate of 0.38% compared to India's 7.8%. Bihar was the lowest GDP per capita in India, although there are pockets of higher than the average per capita income. Between 1999 and 2008, GDP grew by 5.1% a year, which was below the Indian average of 7.3%. More recently, Bihar's state GDP recorded a growth of 18% between 2006–2007, and stood at 94251 Crores Rupees ($21 billion nominal GDP). Between a 5 year period of 2004-2009, Bihar's GDP grew at a stunning rate of 11.03%. This makes Bihar the fastest growing major state. In actual terms, Bihar state GDP was ranked 2nd out of 28 states, ranking it next only to Gujarat.

Bihar jumps to second spot in I-T growth rate

PATNA: Bihar has grabbed the second position in the country in terms of percentage growth rate in income-tax collection. In the financial year 2010-2011, the growth rate has been 26.9%. It has been a commendable feat as compared to last fiscal when Bihar stood fifth with 19.8% growth rate.

As per the figures made available by the department, net I-T collection of Bihar and Jharkhand region during the financial year 2010-11 stood at Rs 4,263 crores against the budget target of Rs 4,079 crore. During the previous year (2009-10), the collection was Rs 3,358 crores against the target of Rs 3,170 crores. Thus, the tax collection shows a 27% growth against the last year's 19.8%.

A unique feature about Bihar's income-tax collection is that the contribution of tax deduction at source (TDS) has been remarkable. While TDS contributes 30% of the total tax collection in the country, its contribution is as high as 70% in Bihar. This represents a growth of 43% in 2010-11 against 24% growth rate in 2009-10 as per the statistics available with the I-T department.

As against the budget's target of TDS collection of Rs 2,553 crore in the year 2010-2011 for the region, the actual receipt has been Rs 3,046 crore. The percentage increase with reference to the target was 19.33% as compared to last year's 8.84% only.

Describing it as an encouraging sign, an I-T official said, "Good TDS collection is the main driving force behind catapulting Bihar to the second position from the fifth position it earlier held in terms of percentage growth of income-tax collection."

Explaining the reasons for growth, a department official said, "The main reasons are the economic policies of the state government and the unprecedented growth in economic activities in the state. The robust growth in TDS collection is due to a number of awareness meetings with government deductors, trade associations and corporate deductors. This drive carried on regularly since 2008 has yielded positive results. In 81 cases, the non-filers were persuaded to file their returns. More than 3,000 notices were also issued to various deductors in Bihar and Jharkhand, said the official.

10 Years back, Bihar was in Last 5 positions. Today Ranked 2nd as per growth. This is classic example how things can change if great leaders like Nitish works for development 24x7.

that was not needed...He is great person....he is visiting for one more reason ...as China is going to invest in NALANDA International Univerity, so there has been many visits by Chinese but never by Indian side to China.
