I wonder what made him retract from his statement and why did he take so long to back off?

He didn't actually claim anything. The reports suggested that he had, in his letter blamed a mid level police officer of saying this. It seems that it might not be factual at all. He is saying that he wrote no such thing in his letter.

Investigate what? This officer has said he has said no such thing, the officer mentioned has simply said he is not commenting at all, there is nothing to investigate. Hearsay & hearsay that everyone is denying is simply hot air.

Never claimed Parliament House attack, 26/11 inside job: Ex-MHA official

Former Home Ministry official R V S Mani has denied that he ever said the "Parliament attack and the Mumbai attack were orchestrated by the government in power".

Mani's allegation, made in a letter to secretary, urban development, where he now works, created a storm after it was published by news portal First Post.

It also prompted Hafiz Muhammad Saeed, whom India has accused of masterminding the 26/11 attack, to launch an online campaign, "Mumbai False Flag", seeking to clear his and Pakistan's name in the attack.

"We have been saying since the first day that any person associated with Jamat-ud-Dawa has no relation with the 26/11attacks. The Pakistani government should not remain silent at a time when India's own officers are busting the myths," Saeed tweeted on Wednesday.

Mani, meanwhile, has claimed that he was called for questioning in the Ishrat Jahan encounter case on June 22 and Satish Verma of the SIT tried to make him indict one of his senior officers in the home ministry.

It was Mani who had filed the two home ministry affidavits in the case in the Gujarat High Court in 2009. The first affidavit had claimed that Ishrat and the three other men killed with her were Lashkar-e-Toiba militants and objected to the CBI probe into the encounter but the second affidavit said the intelligence about the persons did not constitute conclusive proof and favoured a CBI investigation.

"He has not mentioned anything regarding the Parliament attack of 2001 or the 26/11 Mumbai attack in his letter. That must have been fabricated. This controversy arose because he confronted the investigating officer. He is sticking to his point," Mani's counsel K B Singh told The Indian Express. "He was asked to do something against one of his seniors, which he refused to do. He was also asked by the IO to admit that the affidavits submitted in court were not drafted by him but he did not agree to it."

Mani was allegedly asked to testify against additional secretary, urban development, D Diptivilasa, who was joint Secretary in the home ministry when the affidavits were drafted in 2009.
