Minister for Interior Chaudhry Nisar Ali Khan on Thursday said that around 450,000 fake Computerised National Identity Cards (CNICs) had been blocked during the last three and a half years while over 32,000 passports were also revoked during the same period.

He said this while addressing a press conference here at NADRA Headquarters. Giving comparison of present and previous regimes regarding blocked CNICs, the minister claimed that no action was taken against bogus identity cards before 2011, however, the present government realised the issue and started national re-verification campaign of CNICs.

The verification process of CNICs was considered ‘impossible’ by a section of media, however, the government proved them wrong and successfully completed the task, he said.

He admitted that the National Database and Registration Authority (NADRA) had issues, however, the government was bringing reforms and introducing solutions with the passage of time. Nisar said the recovery of Pakistani identity cards from terrorists had damaged the country on different levels and added only 26 fake CNICs were cancelled in 2011, 493 in 2012, 6,000 in 2013, 22,000 in 2014, 96,000 in 2015 and around 223,512 in 2016.

He said no concrete steps were taken in the past and during the tenure of last government only 517 CNICs and few passports were blocked. There was no example of verification before 2011. The national important documents were issued to foreigners and were used in human trafficking, terrorism and other illegal activities which led to defame Pakistan in the world.

He appreciated the officers and officials of NADRA and also media for their effective role in six-month verification process and said the officials of NADRA involved in issuing illegal national documents would be brought to justice.

The minister said that the mobile phone SIMs were also verified through bio-metric system and after completion of the process millions of SIMs were blocked.

He said during the campaign, NADRA sent 101 million SMS to family heads asking them to verify their family members. Around 86,380 intruders were found during the six-month drive which were identified by the citizens, he added.

Nisar said the proactive efforts were being made to restore the CNICs of those who had valid documents. He announced to form an 18-member parliamentary committee to oversee the verification process of CNICs and NADRA would brief the committee every month and decisions would be taken on fast-track basis.

He said the committee probing the news leak issue had been given a one month extension to submit its report which would be made public.

Answering a question, he said his ministry was in contact with the management of social media sites to get information related to release of incorrect posts about the designated Chief Justice of Pakistan.

“We are in contact with Facebook, Twitter, WhatsApp and other social media sites to expose elements and their hidden motives for launching a negative campaign to damage credibility of state institutions,” he said.

Replying to another query, the minister said he would move the Supreme Court to defend himself on the Quetta Commission report. Former Attorney General Makhdoom Ali Khan would be his lawyer.

About General (retd) Pervez Musharraf’s recent claim, Nisar said his ministry had put the name of former president on the Exit Control List for two and a half years. Trial court, high court and then the Supreme Court allowed Musharraf to travel abroad, he added.

Over 58,000 fake CNICs detected by NADRA

The Interior Ministry on Saturday informed the Senate that the country’s top database authority detected more than 58,000 fake or suspicious national identity cards, which have now been “temporarily digitally impounded in NADRA’s database”.

The upper house of parliament was informed that during the re-verification drive it had been noticed that not only some Pakistanis had obtained a second identity cards but also Afghan refugees also got themselves registered with authority as Pakistani citizens.

NADRA found fault with 58,301 national identity cards, the upper house of parliament was informed earlier this week. Punjab topped the list with 17,438 fake/suspicious national identity cards, followed by Sindh with 13,870 such cases.

In Balochistan 11,603 fake/suspicious national identity cards were detected, 10,200 in Khyber-Pakhtunkhwa, 3,626 in the Federally-Administrated Tribal Area (Fata), 816 in Islamabad, 702 in Azad Kashmir, and 46 in Gilgit-Baltistan.

NADRA’ also informed the lawmakers that some 3,640 individuals/aliens voluntarily surrendered their CNICs to authorities which were cancelled later. It said that following the drive, it had introduced some steps to make it almost impossible to fraudulently obtain CNICs.

Through an Interior Ministry notification amended on January 3, 2018, a comprehensive verification process of the application of a doubtful applicant has been put in place.

If NADRA staffers sense something wrong in the statement and application of an individual, they ask the applicant to produce any of the documents including; a) land record verified by revenue department registered prior to 1979, b) local/domicile certificate issued prior to 1979 and verified by issuing authority, c) Pedigree (Shajra-e-Nasab) issued and verified by revenue department, d) government employment certificate (or of blood relative) employed before 1990, e) verified educational certificates (issued prior to 1979), f) passport issued to applicant prior to 1979, or g) any other document issued by the government of Pakistan prior to 1979 and verified by issuing authority (including arm license, driving license or manual NIC issued prior to 1979 duly verified by record).

NADRA also said it matches the record of the doubtful applicant with the available alien database, that is POR, ANR, and NARA to stop non-nationals from being registered.

During the re-verification drive NADRA had also terminated hundreds of its employees who were found involved in the issuance of CNICs to non-entitled persons.

The re-verification drive began after law-enforcement agencies recovered Pakistani identity documents from the wreckage of a vehicle targeted in the US drone strike in Balochistan on May 21, 2016. The person was later identified as Wali Muhammad.

Later, the US claimed that it had targeted and killed Afghan Taliban chief Mullah Akhtar Mansoor.

It was embarrassing for the country that one of the most-wanted terrorist from a neighboring country, was found on its soil. Most upsetting fact was that he was carrying a Pakistani national identity card and passport under the fake name of Wali Muhammad.

It rang alarm bells. Already country’s law-enforcement agencies had complained that they recovered Pakistani identity documents, especially CNICs, from the possession of some hardcore al-Qaeda and Afghan terrorists killed inside Pakistani territory during anti-terrorism operations.

It was the time, when the then country’s interior minister Chaudhry Nisar Ali Khan, after consulting law-enforcement agencies, decided to launch a CNICs National Re-verification Drive.

Need to renew your ID with NADRA? You pay double the amount now

Has your Pakistani identification expired? Well, we have bad news as you will have to pay double the amount to get your new cards.

According to a NADRA notification, the revised fees are effective today (Wednesday).

The fee for a normal ID card has been increased from Rs200 to Rs400. The charges for an executive card are now Rs2,500. They were Rs1,600 until yesterday. The urgent fee for a Computerised National Identity Card, commonly known as CNIC, is now Rs1,150. It used to be Rs500. The normal fee for a smart card has been increased from Rs300 to Rs750. On the other hand, the fee for overseas Pakistanis has been nominally decreased.

People criticised the move.

“This is injustice,” said a resident of Karachi. “While it should be a free service, they are charging us double the previous amounts now.”

A Hyderabad resident said NADRA is “taking advantage” of the upcoming election as people will get their expired ID cards renewed to be able to cast their votes.

Pak Sarzameen Party chief Mustafa Kamal also complained about NADRA’s revised fees. According to him, thousands of people in Karachi do not have their ID cards. “People are suffering, especially those living in areas like Orangi Town and Baldia Town.”

The current government’s term ends May 31, after which a caretaker setup will take over and announce the election date. Without your national ID registered with NADRA, you cannot cast your votes.

Zainab's murderer holds two national identity numbers

As state institutions delved down deeper into claims made by an anchorperson, alleging that Zainab’s murderer owned 37 local and foreign currency accounts, it was revealed that accused Imran Ali was holder of two different national identity numbers.


This basic technical flaw in the national document of the accused endorses the fact that he was unable to open account in any commercial bank in the country, let alone the foreign currency account(s).

Under the defined law, before opening a bank account basic details of an applicant is checked by the bank management, using Nadra Verisys – an easy-to-use access tool for verification of a citizen in a bid to avoid any fraudulent activity.

Through the Nadra Verisys, banks, cellular companies and others are usually given nominal access to personal details of an individual for verification purpose.

Under defined SOP, banks decline account opening request of an individual having two national identity numbers at the time of opening the account and this fact is easily verifiable through the Nadra Verisys available with banks.

The Nadra’s record suggests that prior to issuing a computerised national identity card (CNIC), accused Imran had obtained a child registration certificate from Nadra, bearing the number: 35102-7566063-5.

The CRC is a document used to register minors under the age of 18 years. Commonly, it’s known as form-B.

However, when a child — registered as minor — attains the age of 18 years he, under the law, is supposed to surrender CRC.

After cancelling the child registration certificate, the applicant is allotted the national identity card bearing the same identity number allotted to him/her through the CRC.

In short, the identity number on the CRC of a child is the future CNIC number of him.

In case of Imran Ali he did not inform Nadra authorities that he is holder of the CRC. And for that reason he was issued an identity card, bearing the fresh identity number: 35102-7459834-7.

Now, in Nadra record he is the holder of two identity numbers and it is out of question that he may succeed in opening a bank account.

A senior Nadra official said, “It’s a common mistake, as parents usually register their child with Nadra but at the time they approach Nadra for the issuance of a CNIC when their child attains the age of 18 years, they do not produce the CRC for verity of reasons.”

But, the mistake is rectified when holder of the CNIC face difficulties in opening bank account(s), applying for a passport, or get other services and then such different identity number-holder approaches Nadra for cancellation of the CRC.

It’s not a crime [as per Nadra laws] but an irregularity on behalf of the applicant,” an official said.

“Nadra has now marked the CRC of Imran Ali as liable to be impounded,” he added.

When asked if Nadra does not have any mechanism to find out if an applicant of the CNIC was also a holder of the CRC, the officer said, “Nadra usually process the application for CNIC but such identity cards are later marked as duplicate.

Another Nadra official wishing not to be named said, “It’s not a mistake, [and] pretty much common in database authority. In Nadra, either it’s considered as an act of commission or an act of omission.”

He said in Nadra there is an in-place three-tier verification process of an application.

“[The] CRC does not contain a holder’s bio metric (finger prints) or picture, but it can easily be traced through the family tree of the father’s CNIC of the applicant.

And Nadra staff usually does it,” he said, adding, sometimes due to workload data entry operator commit such mistakes but there were examples where such fact was ignored for monetary gain.

He said Nadra should investigate that how Imran Ali was allotted a fresh identity number contrary to the fact that he was a holder of the CRC.
