After not being able to fully utilise funds allocated for upgrading roads along Indo-China border in previous years, the Defence Ministry spent more funds during the last fiscal than were provided to it for the task, Rajya Sabha was informed on Wednesday.

Between 2006-07 to 08-09, the Ministry could not fully utilise Rs 21.43 crore of the Rs 620.22 crores provided to it for building roads along the China border, Defence Minister A K Antony said in a written reply.

It spent Rs 14.21 crore more than the allocated budget of Rs 783.75 crore in 2009-10 for the same project, he said.

He said the unspent funds in the initial years were due to delay in surveys on account of limited working season, bad weather conditions, including snow during winters and delay in finalisation of wildlife and forest clearances.

Answering another query, the Defence Minister said India and Ukraine signed an agreement for life extension and overhaul of the AN-32 transport aircraft fleet of the IAF.

“The life of the aircraft will be increased by 15 years upto 40 years,” he added.

The AN-32s were inducted into the IAF in the 80s and the six-seven tonne aircraft is known as the ‘beast of burden’ of the armed forces.
