I think Arrow 2 is better option for GCC since Israel and U.S created this system specifically for Iran's missile threat.
While Arrow 3 is exo-atmospheric interceptor, Arrow 2 is for shorter range missile (long range ballistic missiles) which GCC would face from Iran.

i wonder why not to develop alone gcc why buy from every one?
